Description
The Health Care Financing Administration (HCFA) will release a draft Statement of Work (SOW) for comment for an anticipated Medicare Managed Care (MMC) Program Safeguard Contractor (PSC). The major goals of the MMC program PSC are to identify areas of vulnerability for fraud and abuse in the MMC program; identify fraud and abuse currently occurring in the MMC program; address current fraud and abuse through investigation and sanction; and prevent future fraud and abuse through strengthening areas of vulnerability found in the MMC program. The contractor must have an expert working knowledge of the MMC program as well as those requirements imposed on Federal Agencies by the Budget and Accounting Procedures Act of 1950; the Federal Manager's Financial Integrity Act of 1982 (FMFIA), GAO Title II; Chief Financial Officer Act of 1990; Government Auditing Standards (1994 revision, Yellow Book); Title XVIII and XIX of the Social Security Act; Committee of Sponsoring Organizations of the Treadway Commission (COSO) report; Generally Accepted Accounting Standards (GAAP); Generally Accepted Auditing Standards (GAAS); and Generally Accepted Government Auditing Standards (GAGAS). The contractor must be free of all conflicts of interest. The contractor must not have any relationships or arrangements through its business operations or its employees that could lessen the company's objectivity concerning any aspect of the MMC Program Safeguard (FAR 9.504). On or about February 5, 2001, interested parties will be able to download the draft SOW, from http://www.hcfa.gov/contracts/default.htm, and submit comments. If the draft SOW is not available on the http://www.hcfa.gov/contracts/default.htm web site on February 5, 2001, interested contractors are advised to access the site periodically until it is available. Contractors are asked to refrain from contacting HCFA concerning the exact date/time the draft SOW will be made available on the site. This draft SOW synopsis is for information purposes only, it does not constitute an RFP and is not be to construed as a commitment by the Government. The purpose is to obtain comments from responsible sources prior to potential solicitation. The comments provided by respondents will be evaluated and considered in the development of the final SOW. We will allow two weeks for submission of comments. Any respondents will be included on the mailing list for the solicitation that may result. The Government does not intend to award a contract on the basis of this notice or otherwise pay for any information solicited. Those firms that have comments should submit them in writing (via e-mail attachment) to Theresa Schultz, Contract Specialist, at tschultz@hcfa.gov (plus a copy to the Project Officer, Rebecca Cardozo at rcardozo@hcfa.gov). Contractors shall submit comments in the form of an electronic file attachment in Microsoft Word for Windows 97. Comments shall include the corresponding SOW reference point and title. Please do not use any elaborate features such as indexing, tables, columns, etc. Please be advised that HCFA will not provide answers/responses to comments submitted.
