Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) Program for academic and simulator training on the C-9B and T/CT-39 aircraft. To satisfy the requirement, the Navy intends to negotiate a commercial (in accordance with FAR Part 12), sole source negotiation, firm-fixed price contract with FlightSafety Boeing International, Seattle, Washington utilizing alpha negotiations. Its purpose is to support the Navy's Command Aircraft Crew Training (CACT) Program for academic and simulator training on the C-9B and T/CT-39 aircraft. The C-9B and T/CT/39D/G/E/N are the Navy version of the commercially available Douglas Aircraft DC-9 and North American Saberliner 40/60 jet aircraft. Each Federal Aviation Administration (FAA) certified based course shall include academic ground school and simulator training. The 60-month, new contract will be from 01 June 2001 to 31 May 2006, comprising of a one 4-month base year followed by four 12-month years and one 8-month final option year. The FAA internet site lists numerous sources for FAA certified DC-9 simulators and training. After contacting all these sources by phone and through the sources sought Commerce Business Daily process, FlightSafety Boeing International was the only contractor who responded. FlightSafety Boeing International was found to be the only respondent with the required DC-9-30, 31, 32, or 33 level "B" or higher FAA certified simulator and 14 CFR Part 142 Training Center that could provide training to Navy pilots. FlightSafety Boeing International is the only known source for a FAA NA-265-60 Saberliner 40/60 (T-CT-39) simulator per the Federal Aviation Administration documentation and has the only known 14 CFR Part 142 certified Saberliner Training Center. Our customers required that the simulators be FAA certified to a specific level and that training centers be 14 CFR Part 142 certified Training Centers. The statutory authority permitting other than full and open competition is Title 10, Section U.S.C, 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This synopsis is to provide notice of our intent to award this effort on a sole source basis to FlightSafety Boeing International; therefore, no solicitation will result from this announcement.
