- Description
- The Facilities Development Department located at the Marine Corps Air Station, Cherry Point, NC has a requirement for 1 each 75' Truck Scale. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quotation is being requested and a written solicitation will not be issued. Solicitation number M00146-01-Q-0821 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21 and Defense Acquisition Circular 98-24. This acquisition is 100% set-aside for Small Business and is under the North American Industry Classification System code 333997, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or similar for the following item: 1 each 75' Truck Scale, Weigh-Tronix model number BMC 7511-100T-XL, Digital Instrumentation Weigh-Tronix Model WI-127, Weigh-Tronix TM295 Ticket Printer. ESSENTIAL CHARACTERISTICS: Fully electronic modular design, low profile truck scale.The unit has a weight surface of 75' x 11' with a capacity of 100 Tons overall with a 60,0000 DTA rated capacity, pit less design-concrete deck, The following features are standard on this unit: Full Two Year Warranty including lighting damage protection; self-checking, no external check rods; conduit runs and rodent barriers for cabling; rust inhibiting epoxy primer; surge voltage protection; eight (8) Weigh-Tronix Weigh Bars. DIGITAL INSTRUMENTATION: Weigh-Tronix Model WI-127. (Listed are the standard features.) Stainless steel NEMA 4 ENCLOSURE; legal for trade-10,000 divisions; RFI and EMI protection; RS-232 serial outputs for printer or computer ; Class 111/111L NIST APPROVED; In/Out truck weighing; Time and date built in; Battery backup RAM; Bright 8 inch LED display. PIT CONSTRUCTION AND INSTALLATION: Company will furnish all labor and material to form and pour one (1) reinforced concrete slab. This includes a 10' x 11' approach on each end of the scale. After concrete is cured scales will be installed and calibrated to the State of North Carolina requirements. Additional Options to include: Guide rail down sides of platform; Manufacture remote 4" tall display; Additional concrete ramps on ends (27.5' on each end); Truck Scale Monitoring software package; Form printer. Contractor shall make arrangements with listed POC to view sites for installations. Contractor shall be required to make acceptable arrangements with POC for dates of installations. The required delivery date for the above project is 4 weeks after the order is placed. The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price alone. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers -- Commercial Items (Mar 2000). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (Oct 1998), a completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (May 1999), is incorporated by reference and applies to this acquisition with the following addendum; DFARS 252.204-7004 Required Central Contractor Registration (Mar 1998). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 2000), to include clauses (10) (11) (12) (13) (14) (15) (20) (23) and (25). DARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 99), applies with the following clauses applicable for paragraph (b); DFARS 252.206-7000, Domestic Source Restriction; DFARS 252.225-7001, Buy American Act and Balance of Payment Program; DFARS 252.225-7012, and Preference for Certain Domestic Commodities. The request for quote is to be priced FOB "destination" FAR 52.247-34. Request for quote must be received no later than 3:oo PM, local time, 20 February 2001. Offers sent via the US Postal Service should be mailed to Supply Directorate, Contracting Dept., Attn: Debora Berget, PSC Box 8018 MCAS Bldg 159, Cherry Point, NC 28533-0018. All quotes not sent through the US mail will be considered to be hand carried and direct delivered. Hand carried quotes (excluding Email and faxes) must be delivered directly to building 159, first floor, MCAS, Cherry Point, NC, Contracting Department. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award.
