- Description
- The Smithsonian Astrophysical Observatory (SAO) intends to award on a sole source basis a contract to Rockwell Science Center, 1049 Camino Dos Rios, Thousand Oaks, CA 91360, per justification pursuant to FAR 13.106, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. We require a HgCdTe Infrared Focal Plane Array, which will be installed in an instrument called F/5-Flamingos. The infrared focal plane array must be compatible with the existing Flamingos electronics design. The key requirements for the infrared focal plane array to make it compatible with the existing design are as follows: 1) 2048 x 2048 x 18 microns pixels; 2) Sensitivity from 0.9 to 2.5 microns; 3) Operating temperature of 77K; 4) Readnoise < 15 electrons; 5) Dark current < 1 electron/second; 6) Quantum efficiency of 55% at 2.3 microns; and 7) Over 95% working pixels. SAO intends to purchase 1 Science Grade Infrared Focal Plane Array, 1 Engineering Grade Array, and 1 Bare Multiplexer array. SAO requires the Bare Multiplexer Array be delivered within 6 months of contract award. The Engineering Grade Array (1024 x 1024) with the same properties as the Science Grade Array, except that the quantum efficiency and number of operating pixels may be lower (> 75%), is required within 12 months of contract award. SAO requires that the Science Grade Infrared Focal Plane Array be delivered within 15 months of contract award. This acquisition will be accomplished using simplified acquisition procedures in accordance with the Federal Acquisition Regulation Part 13.5. The applicable NAIC code is 334516 and the size standard is 500. No solicitation package will be issued. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by SAO to not compete this effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of SAO.
