Description
This notice is for information purposes only. A draft program solicitation, as a precursor to potentially awarding multiple financial assistance cooperative agreements, is underway. It is the intent of the National Energy Technology Laboratory (NETL), to conduct a competitive program solicitation, DE-PS26-01NT41114, and award financial assistance (Cooperative Agreements) for the program entitled "Supporting Science and Enabling Technologies for Clean Fuels." Offerors are advised that when the solicitation is released in final version, the submission of proposals in an electronic format will be required utilizing the Industry Interactive Procurement System (IIPS) through the Internet at http://e-center.doe.gov. NETL is seeking proposals for cost-shared research and development projects that will lead to advanced clean fuels that: (1) are derived from a diverse mix of secure energy resources; (2) enable mobile (ground, air, and marine) and stationary systems (e.g., home heating and industrial boilers) to comply with increasingly stringent Federal, state, and local emissions standards; (3) are compatible with existing liquid and/or designed in concert with future fuels infrastructures; (4) satisfy commercial and military requirements; (5) enable the efficiency of the transportation fleet to be more than doubled, and (6) are cost competitive with conventional fuels. This solicitation seeks to create strategic partnerships targeted at the development and verification of advanced fuel-making processes that utilize stable fossil resources. These processes will enable the production of clean transportation fuels that improve the environment, while also expanding and diversifying the fossil resource base. This solicitation represents a major step toward establishing the scientific and engineering foundation on which the next generation of transportation fuel technologies will rest. The draft program solicitation will be available on the DOE/NETL Inernet address at http://www.netl.doe.gov/business/solicit on or about January 26, 2001. Following release of the draft solicitation, a public comment period along with three public pre-solicitation workshops are planned. Information on the dates, times and locations of the pre-solicitation workshops may be found on the NETL website at http://www.netl.doe.gov/business/solicit/index.html. The public comment period will close at 2:00 p.m. on February 15, 2000. Final issuance of the program solicitation is slated for March with selections expected in late FY 2001. DOE anticipates providing $100,000,000 (based on the availability of appropriated funds) to fund the program, with industry providing a minimum 20% cost share (based on total project cost) for every project, bringing the total anticipated program value to $125,000,000. DOE anticipates making multiple awards of up to $5,000,000 under this program solicitation. The DRAFT solicitation, DE-PS26-01NT41114 will be available via the internet for downloading as a WordPerfect 6.1 (Windows) file and/or as an Adobe Portable Document Format (pdf) file on the NETL Homepage at "http://www.netl.doe.gov/business/solicit/" on or about January 26, 2001. Interested parties are advised that availability of this program solicitation is limited to this electronic medium and distribution will not be made via diskette nor in paper copy.
