- REQUEST FOR QUALIFICATIONS FOR MULTIPLE INDEFINITE DELIVERY, INDEFINITE QUANTITY CONTRACTS FOR FULL SERVICE HIGHWAY DESIGN ARCHITECT/ENGINEER (A-E) SERVICES Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates a maximum of up to three individual contract awards. Each contract is to operate with individually negotiated task orders issued in accordance with the terms of the contract. Each contract awarded will consist of 1 base year with the potential of four 1-year options. A guaranteed contract minimum of $10,000 per year will be provided with a maximum value of the contract not to exceed a five year total of $10.0 million. Specific task order limitations will be a point of discussion and agreement during the initial negotiation. Services are required for indefinite delivery-indefinite quantity type contracts to perform highway & bridge design, surveying and mapping, right-of-way development, hydraulic & geotechnical investigations, environmental studies, planning studies, performing Quality Assurance Quality Control (QA QC) procedures in the work, and other pertinent highway work for CFLHD. This work will be associated with Federally funded road projects accommodating the needs of various Federal agencies such as, but is not limited to, National Park Service, United States Forest Service, Bureau of Indian Affairs, Fish & Wildlife, and the Department of Defense. The predominant geographic area includes, but is not limited to, the following states: Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. These projects will generally be located in remote sites. The projects will primarily involve improvements to low-volume, low-speed roadways ranging from 3R (resurfacing, restoration, and rehabilitation) to total reconstruction. The projects will be often located in environmentally sensitive areas that necessitate context-sensitive design techniques and process. Firms will be required to perform the predominant amount of work with in-house forces and must demonstrate their ability to satisfactorily accomplish all work items (either in-house or through qualified subcontractors.) Specific highway design and related support services task orders will be negotiated as needed to facilitate development of a particular highway project or series of projects. Task orders may include, but not limited to: (A) Highway design activities such as reconnaissance and conceptual studies; preliminary design; management of interagency meetings and public involvement meetings and hearings; preparation of right-of-way, easement, and utility plans; final design; and preparation of plans, specifications, and estimates (PS&E); (B) Bridge and related structural design activities (e.g., retaining walls, box culverts, etc.) for the preparation of bridge PS&E. (C) Surveying services such as aerial (photogrammetric) and/or ground preliminary surveys; cadastral surveys; bridge site surveys; and location and construction surveys. (D) Mapping services such as analytical aerial triangulation; digital terrain modeling; compilation of topographic and planimetric features; and preparation of right-of-way plats. (E) Hydraulic engineering for the determination of design discharges and water surface profiles; flood plain analyses; and culvert and headwall design. (F) Geotechnical engineering for preliminary investigations and reports; pavement design; foundation and wall design, earthwork cut and fill slope recommendations; slope stability and landslide analysis and instrumentation; culvert condition surveys; and laboratory testing of materials. (G) Environmental compliance services such as studies, recommendations, and reports for: wetlands, threatened and endangered species, sensitive species, cultural resources, socio-economic effects, hazardous materials, wild and scenic rivers, noise, visual quality, farmlands, and wildlife and fisheries, interagency coordination of environmental concerns; and the preparation of reports and documents required for the National Environmental Protection Act, FHWA Section 4(f) provisions, and Corps of Engineers Section 404 permits. Management of public meetings, and other public/agency involvement may be required. (H) Transportation planning activities such as road and bridge inventory; traffic counts and trip generation studies; calculation of capacity; analysis of transportation need; financial planning; public involvement; priority analysis; investment analysis; development and updating of the short term program; coordination with States, MPOs, RPOs; special transportation studies; development of transit implementation and operation plans; transit marketing plans; transit system operations; intelligent transportation systems; and visitor surveys. Task orders may or may not be for a complete project or series of projects. Some project development activities may be accomplished by CFLHD, by other Government agencies, or by other consulting firms. Agency coordination, document and report preparation, and management of public meetings, and other public/agency involvement may be required. Highway segments will be designed in accordance with current AASHTO policy, Federal Lands Highway procedures, and/or specific project requirements as determined by CFLHD. Development and preparation of certain permit applications may be required. Submitted files shall conform to FHWA's Specifications for Computer File Compatibility and Computer File Exchange'. The Specifications detail file formats such as, but not limited to, highway and earthwork design (GEOPAK format), plans and drawings (Microstation IGDS (.DGN) format.), and word processing, spreadsheet, and database (Microsoft Office 2000.) Firms must comply with Equal Employment Opportunity (EEO) requirements, in accordance with FAR 22.8. Selected firms must submit a subcontracting plan that includes their intended use of small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business concerns. The following evaluation criteria, in descending order of importance, shall be used in the evaluation of prospective firms: (1) General and specialized experience and technical competence in projects similar to CFLHD highway projects; (2) Professional qualifications of the firm and staff; (3) Capacity to accomplish the work in the required time and approach to quality management and quality assurance/quality control; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, budgets, and compliance with quality requirements and performance schedules; and (5) Proximity of the firm=s facilities to CFLHD and the 14-state area. Firms' desiring to be considered must submit five copies each of completed SF 254 and SF 255. SF 254's are limited to 10 total pages, including instructions, and SF 255's are limited to 30 total pages, including instructions. All pages must be 8 1/2" x 11". Only responses received in this office no later than 3:30 p.m., MST, March 7, 2001 will be considered. No other general notification to firms will be made and no further action is required. This is not a request for proposal. No solicitation package is available. Selection of firms for award shall be accordance with FAR 36.602-3 and 36.602-4.
