Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES prepared IAW FAR 12.6 and supplemented with additional information as included in this notice. This announcement constitutes the solicitation; proposals are due by 06 FEB 01, 10:00AM. This solicitation document and incorporated provisions & clauses are governed by FAC 90-46. This solicitation is a Request for Proposal (RFP) and is advertised for full and open competition on an unrestricted basis. Standard Industrial Classification Code is 3761 (Guided Missiles and Air Defense Equipment). PROPOSALS ARE REQUESTED for Solicitation DABT51-00-R-0004. The Directorate of Contracting, FT Bliss, TX has a requirement for a Patriot Equipment Maintenance Service contract while the 35st ADA is deployed. The government will provide all spare parts and maintenance technical & operating manuals. The contractor will provide special tools and test equipment. MAINTENANCE SERVICE: For the Period 15 FEB 01 thru 16 FEB 01. Services shall be performed in accordance with the best commercial practices and to the standard specified in the technical operating manuals for the following Patriot Missile Equipment: 0001 Communications Relay Group (4 Each); 0002 Antenna mast Group (9 Each); 0003 Electric Power Plant III (4 Each + 2 Spare 150KW); 0004 Launcher Stations (17 Each); 0005 Missile Round Trainers (20 Each); 0006 Empty Missile Round Trainers (20 Each). SECURITY CLEARANCE: Personnel designated to work with Classified and Secrete information must submit a copy of the appropriate clearances. INSPECTION: The contractor shall establish a quality control program which will indicate a method for inspection. SUBCONTRACTING PLAN: Other than small business offers shall submit a subcontracting plan. Interested business shall include the information at FAR 52.212-3(Offeror Representation and Certifications for Commercial Items) with their DUNS, Cage, & Tax Identification Numbers, and be Electronic Funds Transfer and Central Contractor Registration compliant. FAR 52.212-1, FAR 52.212-4, FAR 52.212-5, FAR 52.245-2 Alt 1(GFP) apply to this acquisition. Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR 12. Offerors not in possession of the referenced clauses in text may obtain them at http://acqnetsarda.army.mil. Department of Labor Wage Determination 94-2511 (Revision 17) for the El Paso area applies. Required Wage Rates are listed at www.ceals.usace.army.mil. FAR 52.212-2 Evaluation will be based on PAST PERFORMANCE (Subfactors: Key Personnel, Performance References, & Financial Solvency); TECHNICAL CAPABILITY (Subfactors: Maintenance Schedule Plan and Phase in Plan); and PRICE. Past Performance is more important thanTechnical Capability. Past Performance and Technical Capability combined are more important than Price. Subfactors are listed in descending order of importance. Award will be negotiated IAW FAR 15 and best value continuum. It is anticipated that a sole source award will be issued to Raytheon Company under authority of 10 USC 2304(c)(1) as implemented by FAR 6.302.1 unless additional sources are located.
