Description
Voyage Charter for U.S. or foreign flag self-sustaining Ro/Ro vessel. Preference for U.S. Flag vessels to be given in accordance with the Cargo Preference Act of 1904. Preference for VISA Participants to be given in acordance with Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) at 64 FEDERAL REGISTER 8214-8222 dated 18 February 1999. MSC Sealift Program Management Office, Code PM52P, requests proposals for a vessel capable of meeting the transportation requirements described below. References below apply to the box layout of Ref (A) and Ref (B) which are incorporated by reference (available from the MSC web site, http://www.msc.navy.mil/N10/conthp.htm, under "Library of Common Documents", or upon request), which shall be the charter form of any contract resulting from this solicitation. DRYVOY Boxes 1. Vessel Required: U.S. or foreign flag self-sustaining Ro/Ro vessel capable of transporting cargo described in Box 2. Vessel must be capable of maintaining a minimum laden speed of 16 knots in moderate weather. Contractor to furnish lashing gear sufficient for securing cargo. Owner to warrant that any and all regulatory compliances are maintained. 2. Cargo Description: 80,289 sq. ft. (+/-10% CHOP) Vehicles: Approximately 6,400 sq. ft. TEUs: 26,240 sq. ft. (approx. 164 TEUs) Other: 47,649 sq. ft. (59 helicopters, generator sets, truck equipment and general cargo) Accommodation for a minimum of 5 Supercargo Maximum Dimensions (in inches): Longest: 633" Widest: 210" Highest: 202" Heaviest: 15.8 S/tons Helicopter Dimensions (in inches): 13 units 612"L x 210"W x 185"H 16 units 408"L x 74"W x 106"H 21 units 633"L x 172"W x 202"H 3 units 600"L x 192"W x 185"H 6 units 496"L x119"W x 105"H Cargo will include hazardous materials of Classes 2.1, 2.2, 3, 4, 5, 6, 7, 8, 9 and small amounts of IMDG Class 1 explosives. Instructions to Offerors Offerors shall use the guidelines set forth in Part X for submission of offers; however, at a minimum, offers must contain the following: 1. Lumpsum price and demurrage/detention rate. 2. Speed of Advance (SOA) laden and detailed itinerary. 3. Set of completed boxes (Ref (B), pages I-1 through I-4) 4. Completed Representations and Certifications (Part XII, Ref (B)). 5. Detailed deck drawings suitable for the preparation of stow plans. 6. Notice of cargo spaces not available for stowage of this cargo at Savannah, GA. 7. Notice of any unusual obstructions or characteristics of cargo space not readily discernible from deck drawings. 8. List of available cargo loading equipment on vessel, i.e., forklifts, spreader bars, etc. 9. IAW DFARS 252.204-7004, U.S. offerors (and foreign offerors working in the U.S.) must be registered in the Central Contractor Registry (CCR) in order to be considered for award. To comply: * Provide a DUNS number with your solicitation. This number is required to verify registration and in order to register in the CCR. IV. Evaluation: Price will be evaluated using the lump sum freight and 1.5 days of proposed demurrage rate.
