Description

The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to negotiate on a SOLE SOURCE basis with AVO International Inc., 4651 So. Westmoreland Rd, Dallas, Texas, for a Pulsar Universal Relay Test Set, P/N 11L3T3G-1/60. This equipment is required to perform three phase functional relay tests on SEL-387 transformer differential relays at Hoover Dam, Boulder City, NV. The current test set is an AVO Epoch test set. In order to work together, the new AVO Pulsar test set is needed. All of the current relay testing is done with the computerized Epoch relay test set. This set uses Plusemaster software to run the relay tests. Epoch relay test sets are no longer being made and are replaced by the Pulsar test set. The Epochs use a specialized version of Pulsemaster software which is no longer being supported by the manufacturer. The Pulsar test set uses Pulsemaster software which will enable Reclamation to load all existing tests into the Pulsar and continue with the relay testing program. Competition is restricted due to the fact that no other test equipment is known that can be used with the Plusemaster software. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is February 14, 2001. All responsible sources may submit a quote which shall be considered by the agency. Offers shall show contractor's capability to provide required item and be received by 12 Noon MST, February 13, 2001.
