Description

The National Renewable Energy Laboratory (NREL) anticipates issuing a Request for Proposal (RFP) for a Participation Program for Wind Energy Research (PPWER) with Historically Black Colleges and Universities (HBCUs) in support of Executive Order 12677. NREL's HBCU-PPWER defines HBCUs as the Historically Black Colleges and Universities established prior to 1964 and whose principal mission, was and is, the education of black Americans. The Scope of Work for this research is a broad based research solicitation which includes options from Six (6) Technical Research Areas including; Statistical Wind Characteristics, Aerodynamics, Structures and Dynamics, Wind Turbine Controls, Utility Analysis and Renewables Integration, and Avian Interaction. University staff may choose from any of the options identified under the Technical Areas in the RFP and submit qualifying proposals. Technical areas include research tasks that may be suitable to schools of meteorology, engineering, physics, biology, and business. The period of performance for these studies is 36 months. Proposals received in response to the RFP will be accepted only if submitted by a team led by an HBCU organization. Greater than 50% of all funds expended must go to the HBCU. The research projects are anticipated to be funded at a level of $50,000 to $75,000 per year per subcontract. Organizations desiring a copy of the solicitation setting forth the RFP requirements should make a written request within 15 days of this announcement to Neil Wikstrom at the above address, referencing RFP No.RAM-1-31214.
