Description
The Naval Research Laboratory (NRL) has a requirement for engineering, systems analysis, software development, and program management support of various Integrated Electronic Warfare Simulation (IEWS) Branch activities and the Central Target Simulator (CTS) facility located at the NRL, Washington, DC. The contractor shall provide support for the maintenance, operations, and development/upgrade for the CTS facility. The contractor shall provide support in reverse engineering of electronic and radio frequency (RF) portions of autonomous flyable systems. The contractor shall provide support to research options and develop RF-modulation hardware and control software required to generate high-fidelity target and decoy radar returns for real-time hardware-in-loop (HIL) tests in the CTS facility. The contractor shall provide support to research and develop RF guided antiship missile (ASM) simulators with advanced signal processing and target discrimination capabilities. The contractor shall provide support to investigate and develop a generic architecture to emulate embedded advanced signal-processing hardware components (i.e. modern microprocessor and digital signal processing integrated circuits) anticipated to be used in next generation threats. The contractor shall provide program development, facilitator meetings, program information, briefing and conference support. The successful contractor will be required to have a top secret facility clearance prior to award of contract. A Cost Plus Fixed Fee (Term) contract is anticipated for award. The base period of performance is one year. The contract will have four options, one year each. The average estimated number of hours for this contract is 25,650/yearly or 128,250 for the entire contract, if all options exercised. The statement of work will be included with the solicitation package. All tasks are to be bid inclusive, and will not be broken apart. The solicitation will close approximately thirty (30) days after issuance of Request for Proposal (RFP). All responsible sources may submit an offer, which shall be considered. Numbered Note 26 applies. NRL utilizes Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
