- The proposed contract listed here is unrestricted. Standard industrial code is 5413, size standard is $4 million. All responsible sources are encouraged to submit a proposal which shall be considered by the Agency. This CBD announcement is for Architect-Engineer Services for the Baltimore District to support the District of Columbia Public Schools, Washington, DC. 1. Contract Information: A minimum of one to a maximum of six Architect-Engineer contracts will be issued for design services for the Baltimore District in support of the District of Columbia Public Schools Capital Improvement Program. These will be independent contracts with a maximum total value of between $1,000,000.00 and $5,000,000.00 each. Each architect-engineer firm selected will be tasked to perform the full range of pre-design and design services for either the renovation or construction of a single school building (elementary, middle/junior high, or high school) or other school system support facilities such as transportation facilities, sports complexes, etc. Pre-design services will include development of Site Specific Education Specifications, topographic surveys, hazardous materials surveys, environmental impact studies, and identification of permitting and project approval requirements. Design services will include, but not be limited to, schematic designs, design development, construction documents, shop drawing reviews, and engineering consultation during construction. The value of construction or renovation for a school is anticipated to be between $20,000,000 to $50,000,000. Determination of the exact number of contracts is dependent upon District of Columbia Public Schools approved budgets. Contracts may be awarded up to one year after selection approval and will be issued based on the order of ranking of the firms by the selection board. 2. Project Information: The work may consist of general architectural and engineering services, project development, systems/facility design, and engineering services during construction. Project development may consist of preparation of Site Specific Education Specifications, topographic surveys, soil drillings and load tests, hazardous materials surveys, hazardous material abatement plans, identification of permitting and approval requirements, and submittal of required documents to obtain construction approvals. Facility designs may include renovation of existing facilities and construction of various new facilities. Project development services may also include coordinating permits with various DC agencies, including but not limited to the Commission of Fine Arts, the State Historical Preservation Office, the National Capital Planning Commission and the DC Regulatory Agency. Engineering services during construction may consist of shop drawing reviews, consultation on proposed construction change orders, and preparation of cost estimates to support construction change orders. The firm may also be required to prepare construction phasing plans and other services that may include but not be limited to preparation of operation and maintenance manuals, and commissioning/start-up/fit-up support. Interviews (in-person) are anticipated for those firms judged to be most highly qualified. To avoid any possible conflict of interest, the A-E's, including any subsidiaries, affiliates and associates, who are selected for the services solicited herein, will not be permitted to participate in any follow-on Baltimore District construction contracts. Subcontracting Plan Requirements: The selected A-E(s), if large business, shall be required to submit a subcontracting plan with their fee proposal. The plan must be consistent with Section 806 (b)(2) of PL 100-180. A minimum of 25% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of the total planned subcontracting dollars shall be placed with small and small disadvantaged businesses, to include Historically Black Colleges and Universities (HCBU) or Minority Institutions (MI), 8% with women-owned small businesses, 25 to HUB Zone small business firms, and 3% with veteran owned businesses. The plan is not required to be submitted with this submittal. 3. Selection Criteria: The selection criteria listed below is in descending order of importance: A. The firm must demonstrate specialized and technical competence in: (1) Design of elementary, middle/junior high and high school facilities in urban areas, (2) Renovation of existing and historic facilities, (3) Design of new facilities, (4) Coordination, submissions and presentations to the Commission of Fine Arts, State Historical Preservation Office and National Capital Planning Commission, and (5) Obtaining permits from the District of Columbia Regulatory Agency. B. The key disciplines that are required are: (1) Registered and licensed personnel for the following disciplines (either in-house or sub-contractors): Architect, civil engineer, electrical engineer, structural engineer, mechanical engineer, fire protection engineer, geotechnical engineer, land surveyor, and industrial hygienist. The fire protection engineer shall be a registered professional engineer, have a minimum of 5 years experience dedicated to fire protection engineering, and one of the following: (a) have a degree in Fire Protection Engineering from an accredited university, (b) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination, or (c) be registered in a engineering discipline related to fire protection engineering. (2) Other key disciplines that shall be presented are interior designer, plumbing engineer, cost estimator, and landscape architect. The evaluation will consider each persons education, training, overall and relevant experience, and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the time constraints from initiation of pre-design efforts through construction complete. C. Work Management: A proposed management plan shall be presented which shall include an organization chart and briefly address management approach, team organization, quality control procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any significant consultants on similar projects. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Note 24 appears in each Monday issue of the CBD. SF 254s must be submitted for the prime and each consultant. These forms must be submitted to the below address not later than 4:00 PM on 28 February 2001. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to do the work. Only one copy of the (SF 255/SF 254) is required at this time. The Baltimore District does not retain SF 254's on file. In block 9 of the SF 255, the prime shall provide contract award dates for all projects listed in that section. One Preselection Board and one Selection Board will be conducted from this solicitation. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
