Description
PRESOLICITATION-This proposed procurement is to provide approximately 8586 KL (54,000 barrels) of aboveground fuel storage at Naval Air Station, North Island to replace four existing underground storage tanks (UST's). The new fuel storage tanks will include cathodic protection, leak detection, secondary containment and automatic high level shutoffs. The project also includes a pump system, fuel distribution piping, truck loading and off-loading, utilities and site improvements. -- The estimated cost is between $5,000,000 to $10,000,000. This is a firm fixed price construction contract. The contract duration is approximately 540 calendar days. -- Contract to be awarded to the responsible offeror who provides a "Best Value" proposal. The following evaluation factors have been established: Factor 1-Past Performance, Factor 2-Technical Experience and Qualifications, Factor 3-Proposed Materials, Factor 4-Subcontracting Efforts, and Factor 5-Price. Within the Past Performance factor, the following subfactors are listed in order of importance: Subfactor 1.1-Past Performance/References, Subfactor 1.2- Management Challenges, and Subfactor 1.3-Quality Awards. Within Technical Experience and Qualifications factor, the following subfactors are listed in order of importance: Subfactor 2.1-Experience and Qualifications of Prime Contractor and Subcontractors and Subfactor 2.2- Experience and Qualifications of Key Personnel. Within Proposed Materials factor, the following subfactor is listed in order of importance: Subfactor 3.1-Provide the manufacturer information, catalog cuts and performance data on the equipment identified in the RFP. -- The site visit and pre-proposal conference time and place will be identified in the RFP. -- This is not a public bid opening. -- This proposed contract will be unrestricted. -- The North American Industrial Classification System (NAICS) Code is 234990 and the annual size standard is $27,500,000. -- In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium; solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil. Hard copies (paper sets) or CD-ROM of solicitation will not be provided by the Government. -- The official plan holders list will be maintained on and can be printed from the website. --
