- Description
- The US Army TACOM ARDEC, under restricted competition in accordance with FAR 6.302-1 and 6.302-3, will be issuing a solicitation for a proposed contract effort to manufacture M30A1 granular propellant for use in the XM232 MACS propellant charge increments. This acquisition is limited to the United States and Canada. It is anticipated the RFP will be released on or about 15 Feb with an approximate due date for proposals on or about 15 March 2001. The Government anticipates awarding two firm fixed price requirements type contracts, one to the operating contractor of Radford Army Ammunition Plant (RFAAP) (currently Alliant TechSystems), and one to Expro Chemical Products Inc. The contracts will procure M30A1 sample propellant lots with options for R&D and production quantities. The sample propellant lots will be evaluated in accordance with the down select plan enclosed with the RFP. Based upon the results of the sample propellant lot evaluation, the Government intends to down- select to one propellant manufacturer, exercising only one R&D option and then exercising only one production option. Contractors should have the required engineering staff, equipment, expertise and facility to make M30A1 propellant, totaling up to 15 thousand (15,000) pounds for the basic contract. Delivery of all the sample propellant lots for the basic contract shall be three months after award of contract. Deliverables for the R&D option shall be one hundred Fifty thousand (150,000) pounds of M30A1 granular propellant. Delivery of the R&D option shall be six months after exercise of the R & D option. Deliverables for the production option shall be up to three million pounds of M30A1 granular propellant. Delivery of the first lot for the production option shall be six months after exercise of the production option. The entire delivery of all of the production lots shall be delivered within 15 months after exercise of the production option. The Government will provide to the contractor the Nitroguanidine (NQ) needed to manufacture the M30A1 granular propellant in the basic contract, and for the R&D and production options. The NQ for the 5K lbs sample propellant lots will be provided within 30 days after contract award. The NQ for the R&D and production option will be provided within 45 days of contract award. The Department of Defense has listed the MACS propelling charge increments as a Critical Technology Element on the Militarily Critical Technologies List. As a critical technology, MACS technical data is restricted by the Arms Export Control Act. Therefore, all technical data is marked with Limited Distribution Statement F in accordance with DOD Directive 5230.25: Further dissemination only as directed by MACS Engineering Team , AMSTA-AR-WEE-B, Picatinny Arsenal, NJ 07806-5000 (Mar 96) or higher DOD authority.
