- Description
- Bureau of Reclamation has a requirement to obtain additional river basin modeling support to the Watershed and River Systems Management (software development) Program. This comes under the University of Colorado Center for Advanced Decision Support for Water and Environmental Systems which includes RiverWare and Hydrologic Databases for the Decision Support for Watershed and River Systems Management. The following efforts are required for the RiverWare Database: (1)Enhancement to rule based simulation. (2) Provide User Support and Documentation for RiverWare (3) Continue Research and Development of Accounting Functionality(4) Discretionary New Research and Development (5) Engineering Methods Research, Development and Documentation (6) Provide Software Maintenance and New RiverWare Releases (7) Investigate and Implement New Features for Enhanced Usability The following efforts are required for the Hydrologic Database: (1) Data Transfer from other data base sources to the Hydrologic Database(HDB) (2) Development of HDB training course (3) Technical Support, Maintenance and Releases (4) HDB as Database of Record (5) HDB Web Application. The anticipated date of award is on or about April 1, 2001. The duration of work is expected to be 2 years from the date of award. The University of Colorado at Boulder, has been involved in the development of the aforementioned software products for the last 5 years. Based on information available at this time, and in accordance with 41 U.S.C. 253 (c)(1), Reclamation considers the services specified above as sole source from the University of Colorado, Boulder Co., and it proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Any sources who believe that they can provide the required services as specified herein are invited to submit, in writing, an affirmative response to this announcement within 45 calendar days of the publication of this synopsis. An affirmative response would include literature, brochures and such other materials which correspond to the required services stated herein. This information will be evaluated and used to determine if competitive opportunities exist. All sources responding to this synopsis shall submit information relating to their business size status, i.e., small, large, minority owned, women owned, etc. North American Identifier Classification System (NAICS) for this acquisition is 541511 and the small business size standard is not in excess of 500 employees (See Note 22)
