Description
The United States Special Operations Command (USSOCOM) is currently applying for approval of a Foreign Comparative Testing (FCT) Program. This FCT is to test and evaluate applicable commercial off-the-shelf Aero-Diesel Powered Engine engines. USSOCOM Special Operations Acquisition and Logistics Center, Directorate of Procurement, intends to conduct a full and open competition for commercially available candidate aero diesel-powered engines in 100 HP range for use on various wind supported air delivery system platforms. This CBD notice is part of a market survey to identify COTS, NDI, or near NDI systems. This market survey is open to both U.S. and foreign vendors. Initially, the engine will be evaluated as candidate for integration into an existing powered parafoil system associated with the Leaflet Delivery System (LDS) program requirement. The engine will also be assessed for possible integration into other platforms. Diesel-powered engines provide a logistical advantage over other engines powered by different fuel types, and complies with the DoDD 4140.25, DoD Management Policy for Energy Commodities and Related Services: an initiative to convert military equipment to common fuels on the battlefield. Initial quantities shall be used in support of Government testing. The government may decide to acquire for testing one or more vendor products that appear to meet or exceed the technical, physical, and operational specifications. Responses to this request for information announcement are due on or before 15 March 2001, and must include the manufacturer's identity, a product description with performance parameters, a statement regarding current availability, and a rough order of magnitude estimate for the price of test articles and production units. Additionally, responses must include current product status (i.e., prototype, NDI, in production, fully developed, but not in production, FAR 33 certification date/expected date).
