Description

This is a modification to Broad Agency Announcement (BAA) for Robust Passive Sonar (RPS). This modification provides a response to a question received in regards to the cost proposal for this BAA. Question: The BAA provides that Volume II shall include the one-page work breakdown structure, a cost summary, and a breakdown of costs into Phase 1 and Phase 2 efforts. Are there specific requirements for the cost summary, such as specific cost elements or level of detail required? Is the breakdown of costs into Phase 1 and Phase 2 efforts a component of the cost summary or in addition to the cost summary. Answer: The cost summary shall be a top level depiction of the cost proposal that identifies cost elements (e.g., material, labor, other direct costs, overhead costs, fee etc.) in their aggregate. The cost breakdown should be provided by phase, by cost, by year with the necessary level of detail (i.e., material costs, rates (both direct and indirect) etc.) to allow the Government to determine the reasonableness of the proposed costs and the potential affordability impact on the Navy. The Phase 1 / Phase 2 breakdown is a component of the cost summary.
