Description
1. The contractor will conduct quick response analyses to help PM Bradley respond to queries from DA, TRADOC, TSM Bradley and other agencies. For each quick response analysis effort, the contractor will meet with the Program Office to ensure a consistent understanding of the problem, provide a study plan, determine required data, and evaluate assumptions. 2. The contractor will support PM Bradley during the mini POM process. This support will include analyses of cost and other impacts of alternative modernization re-capitalization decisions over the POM and EPP. 3. The contractor will conduct studies that assess impact of alternative fielding strategies (Bradley Re-capitalization Requirements). The contractor will: a. Meet with the Program Office to ensure a consistent understanding of the problem, examine the intended study plan, determine required data, evaluate assumptions, and select appropriate measures of merit. b. Analyze the current Army plan and its funding levels to determine its impact upon key parameters such as fleet age and overall capability over the POM and EPP. c. Develop alternative modernization plans. Based upon the analysis in 2 above, the control will then develop and evaluate several alternative strategies and funding levels for comparison to the current program. 4. As required, the contractor will evaluate the costs and benefits of alternative modernization strategies and alternative sets of High Payoff Initiatives (HPI) as block modifications to the BFV. Using a force consistent with Force XXI capabilities and equipped with the current M2/3A2 as a starting point, or baseline, the contractor will develop analyses that evaluate and compare the war-fighting contributions provided by selected HPI. The analyses will examine and compare the capabilities and war-fighting contributions at the system, brigade, and corps levels of operations. The impact of the HPI alternative upon corps level operations will be examined in a Major Theater Warfare (MTW) scenario. The high payoff initiatives to be examined will be identified by PM Bradley, and representatives from Ft. Benning. The identified HPI will be analyzed independently to determine the significance of each upon the Bradley system and the force. They will then be analyzed in combinations to determine additional insights about the impact they have on war-fighting capabilities. The contractor will also conduct sensitivity analysis on these HPI to determine the knee in the curve. 5. The contractor will support PM Bradley in future IPRs. Date: 30 days after notice is posted Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may indentify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within within forty-five days (thirty days if award is issued under an existing basic odering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining to conduct a competitive procurement.
