Description
Sources Sought for potential external evaluation of the Peace Corps Volunteer Health Care System. The Peace Corps Office of Medical Services (OMS) seeks the names and corporate (or individual) capability statements of qualifed, interested parties to provide an independent, external evaluation of the Peace Corps (PC) Volunteer Health System. If done, the evaluation will be conducted in 2002. Please note that at this time, no proposals or cost estimates for the work are being solicited -- please send ONLY your name and a brief statement of your interest and capability to undertake this type of activity. The following is a summary of the planned evaluation: The evaluation will (1) assess the quality of the PC Volunteer Health System, and (2) provide guidance and recommendations for health care system improvement on the basis of this assessment. The PC Volunteer Health System provides health care services for Peace Corps Volunteers. These services include medical evaluation of applicants for Peace Corps Service, provision of health care services to Peace Corps Trainees and Volunteers during their service and coordination of health benefits for Returned Peace Corps Volunteers. The Volunteer Health System has two principle components: (1) the Office of Medical Services, and (2) in-country Volunteer health programs. The evaluation will include an assessment of: (1) the structures of the Volunteer Health System, (2) health care delivery processes for PC Volunteers, and (3) health outcomes of PC Volunteers and returned PC Volunteers. Components of external evaluation: Review and assessment of OMS operations. Review of PC health system standards, to include an assessment of adherence to these standards. Updates and modifications to the PC Health System Standards as necessary to improve the quality of health care outcomes for PC Volunteers. Review of the health care system's policies and procedures, Technical Guidelines and other relevant documents within OMS and the Volunteer Health System. Review of Peace Corps health system information systems as they relate to quality for health care provided to Peace Corps Volunteers. The evaluator will provide a collaborative evaluation of the Volunteer Health System over a 6 12 month period. This will be coordinated and developed with the Quality Improvement Unit of the Office of Medical Services.
