- Description
- The Agency for International Development in Lima, Peru will modify contract no.527-C-00-99-00271-00 with Chemonics International to add additional funds for them to assume the responsibility for the management of ten economic service centers under the Mission's Poverty Reduction and Alleviation (PRA) activity. With this action, overall programmatic responsibility for the management of the economic service centers, including the administration of subcontracts to the ten economic service center operators, will be transferred from the activity's Peruvian counterpart, the Confederation of Private Business Institutions (CONFIEP), to Chemonics. CONFIEP, however, will retain its responsibility for macroeconomic policy dialogue activities to promote investment, employment and economic development in Peru. The responsibilities of the ten operators of the economic service centers include -- facilitating access to information on markets, brokering deals between buyers and investors and producers, identifying needs for policy studies and dialogue, and promoting coordination between the private and public sectors. Macroeconomic policy dialogue responsibilities, as described above, will remain with CONFIEP. All other aspects of Chemonics' responsibilities, as described in its current contract, -- strategic planning, technical assistance in market development and sales, and monitoring and evaluation -- remain the same. The contract modification is being directed to Chemonics because it is in a unique position to assume this responsibility and ensure a successful continuation of the centers' operations. From its work in establishing monitoring systems, providing training in the operational approaches of PRA, and its involvement in the work plans of all ten centers, Chemonics is totally familiar with the operations of the centers, the environment in which they are working, the personnel who manage them and the challenges they are facing. They have the organizational structure in place, full familiarity with the objectives, mechanisms and operations of the program, and the close collaborative working relationships with all the centers (their personnel and clients) that are essential for leadership of this endeavor. Chemonics is the only organization that can undertake this role in a timely manner, and without the inordinate delays and administrative and set up costs that would be incurred by any other organization that might be contracted to carry out the activity. However, all responsible sources may submit a proposal, which will be considered by the Agency. See Note 22.
