Description

The Naval Oceanographic Office intends to procure technical support services in the requirements analysis, design, development, installation, integration, testing, support, operation, and maintenance of Meteorology and Oceanography (METOC) equipment, systems, programs, and products of the Naval Oceanographic Office (NAVOCEANO), located at Stennis Space Center, Mississippi in accordance with a Statement of Work to be provided with the solicitation. The required services will include effort and professional education, skills and qualifications in the following areas: 1) Program Management; 2) System Design; 3) System Test and Evaluation; 4) Integrated Logistics Support; 5) Site and Platform Integration; 6) Facilities; 7) Systems Operations; 8) Systems Maintenance; 9) Customized Support Activities; 10) Security Analysis, 11) Configuration Management, and 12) other related types of Analytical and Engineering Services. The successful offeror will be required to maintain a local facility within a two (2) hour commuting distance of Stennis Space Center, Mississippi. Performance of this work is anticipated to be accomplished primarily at the local contractor facility, however some effort may be required at Government locations, at SSC and worldwide, or at other contractor facilities located at other locations. This procurement is being conducted on an unrestricted, full and open competition basis. Issuance of an Indefinite delivery, Indefinite quantity, Cost Plus Fixed Fee type contract is anticipated, with subsequent task orders to be issued on an as needed basis. The period of performance of the anticipated contract is for a base plus four one-year option periods, with an estimated level of effort of 38,000 man-hours per year, to begin on 01 June 2001. This contract action is a follow on to contract N00140-97-D-N206 with Planning Systems, Inc., 7923 Jones Branch Drive, McLean, VA 22102, additional details on previous contract effort to be provided with solicitation. The North American Industry Classification System (NAICS) code assigned to this acquisition is 541990 with a size standard of $5 Mil. It is the Government's intent to award a single contract to the offeror providing the best overall value to the Government, cost/price and other non-price factors considered. All responsible sources may submit a proposal that shall be considered by the Naval Oceanographic Office. Firms submitting a proposal under this solicitation will be required to submit a written technical and cost/price proposal and conduct an oral presentation, as required, in accordance with the requirements of the solicitation. Large business concerns will be required to submit, with their proposal, a Small Business Sub-Contracting Plan, in accordance with FAR 52.219-9. A security clearance to the level of SECRET is required. Request for Proposal (RFP) N62306-01-R-B004, anticipated to be issued o/a 23 Feb 2001, will be available to potential offerors electronically, by downloading from the NAVOCEANO web site located at http://www.navo.navy.mil (select Corporate Resources, then select Contracts), not sooner than the issue date.
