Description
The Defense Energy Support Center (DESC), in conjunction with US Army Headquarters Training and Doctrine Command, plans to offer the privatization of the Electrical and Portable Water Distribution Systems and Wastewater Collection System on Fort Eustis Army Installation; the Electrical and Natural Gas Distribution Systems and, Wastewater Collection System on Fort Lee Army Installation; the Electrical and Natural Gas Distribution Systems and, Wastewater Collection System on Fort Monroe Army Installation and; the Electrical and Potable Water Distribution Systems and Wastewater Collection System on Fort Story Army Installation. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of an Easement as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential offerors shall be submitted as directed in the RFP. No offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: INSTALLATION AND UTILITY SYSTEMS DESCRIPTIONS: Fort Eustis Electrical Distribution System: The electrical distribution system consists of approximately 32 circuit-miles of overhead primary distribution lines and approximately 10 circuit-miles of underground primary distribution lines. It includes approximately 331 pad and pole-mounted transformers with an aggregate capacity of 92,775 kVA, 950 building services and 1,904 streetlights. The system has three 13.2-kV distribution substations. Potable Water Distribution System: The water distribution system consists of approximately 265,830 linear feet of mains and lateral lines, 1387 building services, 475 fire hydrants, one 500,000 gallon elevated storage tank, and two 200,000 gallon each elevated storage tanks. Wastewater Collection System: The existing wastewater collection system consists of approximately 233,538 linear feet of sewers, 810 manholes, 600 building services, and 20 lift stations. Fort Lee Electrical Distribution System: The electrical distribution system consists of approximately 29 circuit-miles of overhead primary distribution lines and approximately 63 circuit-miles of underground primary and secondary distribution lines. It includes approximately 762 pad and pole-mounted transformers with an aggregate capacity of 65,719 kVA, 550 building services and 1,068 streetlights. The system has one 13.2-kV switch station. Natural Gas Distribution System: The natural gas distribution system consists of approximately 229,071 linear feet of mains and lateral lines and 859 building services. Wastewater Collection System: The existing wastewater collection system consists of approximately 264,940 linear feet of sewers, 882 manholes, 600 building services, and 2 lift stations. Fort Monroe Electrical Distribution System: The electrical distribution system consists of approximately 7 circuit-miles of underground primary distribution lines. It includes approximately 105 pad-mounted transformers with an aggregate capacity of 18,576 kVA, 323 building services and 513 streetlights. The system has one 13.2-kV switchgear station. Natural Gas Distribution System: The natural gas distribution system consists of approximately 53,871 linear feet of mains and lateral lines and 129 building services. Wastewater Collection System: The existing wastewater collection system consists of approximately 75,870 linear feet of sewers, 270 manholes, 375 building services, and 14 lift stations. Fort Story Electrical Distribution System: The electrical distribution system consists of approximately 49 circuit-miles of overhead primary distribution lines and approximately 4 circuit-miles of underground primary distribution lines. It includes approximately 239 pole-mounted transformers with an aggregate capacity of 13,015 kVA, and 216 streetlights. Potable Water Distribution System: The water distribution system consists of approximately 119,529 linear feet of mains and lateral lines, 376 building services, and one 600,000 gallon elevated storage tank. Wastewater Collection System: The existing wastewater collection system consists of approximately 99,105 linear feet of sewers, 212 manholes, 162 building services, and 20 lift stations. This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered.
