NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The U.S. Environmental Protection Agency (EPA) has a need for a contractor to supply non-personal services to manage and perform the day to day operations of the National Service Center for Environmental Publications (NSCEP). The purpose of this contract is to assist EPA Program Offices and the Equal Employment Opportunity Commission (EEOC) in ensuring access to publications and operation of a national publications ordering function. The services to be performed include (not inclusive): responding to requests for EPA and EEOC publications (by telephone calls, letters, faxes, and e-mail) from the general public, operating the distribution center by maintaining and distributing EPA and EEOC publications, monitoring the client program office requirements against the external demand from the public for program publications, designing an annual EPA publications catalog, and creating, editing and routinely updating mailing lists for EPA client program offices and the EEOC. This contract will require management of both an on-site EPA warehouse facility located in Cincinnati, Ohio, and an off-site contractor furnished call-center facility. While some existing GFP is provided at the Government's on-site facility, the contractor shall provide all equipment necessary for operation of it's off-site facility and any new equipment required at the on-site warehouse. In addition, all labor and management for both the government-provided facility and contractor-furnished facility shall be provided by the contractor. It is anticipated that the contract will be a firm-fixed priced performance based contract with a base period of one year and four serial one year options to extend contract performance should the Government determine an extension necessary. In addition to performance of the statement of work requirements for EPA and EEOC, the resultant contract will include the ability to add performance of similar functions for other Federal Agencies. Historical data (EPA/EEOC), a draft statement of work (SOW), and key performance areas (questions), have been provided on CMD's homepage. The contractor's capability statement should demonstrate the technical capabilities to perform the requirements contained in the draft SOW. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. A detailed demonstration of the technical requirements of the SOW and detailed responses to the key performance areas should be provided. The applicable NAICS code is 514199 with a size standard of $5 million. Any capable SMALL BUSINESS firms should submit a capability statement which demonstrates the firm's ability to provide the requirements discussed above. The address for EPA CMD's homepage is a follows: (http://www.epa.gov/oam/cinn_cmd). In their capability statements, contractors should also provide their size status for the above referenced NAICS, (i.e., large, small) and whether or not they are a certified hubzone contractor. The responses to the above should be submitted in duplicate (2 copies) to Cynthia Johnson, Contracting Officer, Contracts Management Division, 26 W. Martin Luther King Drive, Cincinnati, Ohio 45426-7001.
