- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRS57-01-R-20013 is issued as a request for proposal (RFP). The incorporated document and provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This solicitation is not a small business set-aside; the North American Industry Classification System (NAICS) code is 33429, and the small business size standard is 500. The Government intends to purchase on a firm fixed-price basis. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government s rights under the Inspection clause, nor does it limit the Government s rights with regard to the other terms and conditions of this contact. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. The U.S. Department of Transportation John A. Volpe National Transportation Systems Center in Cambridge, Massachusetts has a requirement to assist the Federal Aviation Administration (FAA) in the design and implementation of a fiber opt ic communication system at the San Francisco International Airport in accordance with FAA-STD-057, Airport Fiber Optic Communication System (FOCS) Standards. The components being procured are to be installed into the existing nodes of the FOCS as part of an overall upgrade of the system. The components being procured are to be installed into an existing system manufactured by Milgo Solutions, Inc. as part of an overall system upgrade. Accordingly, the components must be of the same manufacturer. Manifesting -- The contractor shall be responsible for the preparation of all necessary manifests and/or bills of lading. The Volpe Center will coordinate with the contractor and FAA for the signing of the manifests of bills of lading. Schedule The project is currently scheduled to begin on M arch 10, 2001. Proposals shall include the following information in a written quotation due on February 23, 2001 at 3:00 p.m.: (1) Unit price for forty-eight (48) new or refurbished PREMNET 1300nm 15dBm Link Modules, Part No. 850088-17; (2) Unit price for twenty-four (24) new or refurbished PREMNET Enhanced Network Management Modules (ENMM), Part No. 850019-14 (22 Network Management Modules (NMM) being returned for credit); and (3) Unit price for four (4) new or refurbished PREMNET four port EIA-232 Modules, Part No. 850020. Solicitation provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2000) is hereby incorporated by reference; submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Solicitation provision at FAR 52.212-2, Evaluation -Commercial Items (JAN 1999) applies to this acquisition as follows: (1) Technical capability: The offeror must provide the specified part numbers listed above, which are necessary in order for the new/refurbished items being purchased to be compatible with the existing software; (2) Past Performance: Provide three references where similar work was performed; and (3) Price. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (OCT 2000), with its offer. FAR Clause 52.212-4, Contract Terms and Conditions (MAY 1999) is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive O rders -- Commercial Items (AUG 2000), is hereby incorporated by reference; additional clauses cited in 52.212-5 that apply to this acquisition are: 52.203-6; 52.219-3; 52.219-4; 52.219-9; 52.219-14; 52.219-23; 52.219-25; 52.222-35; and 52.222-36. The following paragraphs regarding authority apply to this solicitation and any resultant contract: 41 U. S. C. 253 (c)(1), as implemented by FAR 6.302-1(c) Only one responsible source and no other supplies or services will satisfy agency requirements, (a)(2)(ii). Supplies may be deemed available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would resu lt in: (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition. Award of the contract resulting from this solicitation will be made to the responsible offeror whose proposal is technically acceptable, and offers the best value to the Government in terms of past performance and price. Past Performance and price will be the deciding factor among technically acceptable proposals. For purposes of this evaluation, past performance and price are considered equal in terms of relative importance. Technical acceptability will be determined on a pass/fail basis. Two copies of each offer must be delivered to the U.S. Department of Transportation, Volpe National Transportation Systems Center, ATTN: Ms. Alison Shedd, Contract Specialist, DTS-853 , 55 Broadway, Building 4, Room 2101, Kendall Square, Cambridge, MA 02142 no later than 3:00 p.m., EST on February 23, 2001.
