Description
The U.S. Department of Energy (DOE) Idaho Operations Office (ID) is seeking applications for cost-shared research and development of technologies which will reduce energy consumption, reduce environmental impacts and enhance economic competitiveness of the domestic aluminum industry. The research is to address research priorities identified by the aluminum industry in the Aluminum Industry Technology Roadmap and the Inert Anode Roadmap, (available at the following URL: http://www.oit.doe.gov/aluminum/alindust.shtml). Potential benefits of the research must be realized in manufacturing processes, not in end-use applications. Approximately $2,500,000 in fiscal year 2002 federal funds is expected to be available to totally fund the first year of selected research efforts. DOE anticipates making six to nine awards each with a duration of four years or less. Multi-partner collaborations between industry, university, and National Laboratory participants are encouraged. Fifty per cent (50%) minimum non-federal cost-share is required for research and development projects. There will be no waivers of this cost share requirement. The cooperative agreements will be awarded in accordance with DOE Financial Assistance regulations, Title 10 of the Code of Federal Regulations, Chapter II Subchapter H, Part 600 (10 CFR 600). The statutory authority for this program is the Federal Non-Nuclear Energy Research and Development Act of 1974 (Public Law 93-577). The Catalog of Federal Domestic Assistance (CFDA) Number for this program is 81.086. Award of a cooperative agreement under this solicitation does not commit the Government to fund any follow-on research. Successful applicants will be required to submit quarterly, annual, and final reports to DOE. The Standard Form 424 and the technical application (20 page maximum) must have an IIPS transmission time stamp of not later than 3:00 p.m. MST on Wednesday, May 2, 2001. Questions and answers to the questions will be posted to the Industry Interactive Procurement System (IIPS) Website by March 9, 2001 as an amendment to this solicitation. The solicitation is expected to be disseminated electronically within the next week in full text through the U.S. Department of Energy Industry Interactive Procurement System (IIPS). IIPS provides the medium for disseminating solicitations, receiving financial assistance applications, and evaluating the applications in a paperless environment. Completed applications are required to be submitted via IIPS. Individuals who have the authority to enter their company into a legally binding contract/agreement and intend to submit proposals/applications via the IIPS system must register and receive confirmation that they are registered prior to being able to submit an application on the IIPS system.
