- A. INTRODUCTION: This Research and Development (R&D) action is entitled, "Research and Development Sources Sought." Specifically, the Air Force Research Laboratory (AFRL), Directed Energy Directorate (DE), at Kirtland AFB, NM is seeking potential sources in the field of optical design and computer simulation to submit Statements of Capability (SOCs) for evaluation. Upon evaluation of the SOCs, the Government will determine the appropriate set-aside status and synopsize the results in a notice of proposed contract action for the upcoming solicitation number F29601-01-R-0001, entitled "High Energy Laser Modeling and Simulation (HELMAS)." It is anticipated that this action will be totally set-aside for small businesses, 8(a), HUBZone small businesses, or Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs); the predecessor similar contract (No. F29601-97-C-0030) was a total small business set-aside. All references in this synopsis regarding small businesses also apply to 8(a), HUBZone, and HBCU/MI entities. REQUIREMENTS: AFRL/DEBA conducts atmospheric studies to characterize its effects on laser propagation and develops state of the art Advance Tracking and Pointing (ATP) technology and systems for Air Force and Ballistic Missile Defense Organization (BMDO) programs. As part of these ATP technology development efforts, simulations of the ATP systems and experiments will continue to be refined. The simulations will be used to verify designs, aid in trouble shooting, test real time software, and train experimenters. Well anchored simulations are an important legacy of the ATP programs which will serve the needs of future designers of advanced ATP systems. To this end experiments will continue to be designed and conducted to anchor and validate the simulation work. The simulations will build on other efforts sponsored by the Strategic Defense Initiative Office (SDIO) and more recently by BMDO and other agencies which have developed computer models useful for simulating ATP systems. Under this effort, models of hardware components, mode logic, and algorithms employed in the real time software used in ATP experiments to be conducted by AFRL/DEBA will be developed to a level of fidelity useful for quantitative predictions of system performance. The simulations will include different operational modes which will allow the analyst to simulate individual subsystems without exercising an entire end-to-end simulation. The user will have the capability to perform simulations to different levels of fidelity, allowing quick turn-around results to be generated. This effort will involve refining existing computer models of ATP components and integration of those models and other existing models into simulations. Development of software module interface standards and configuration control will be part of this effort. Performing off-line (i.e., outside a large simulation) structural analysis will be required. From these off-line analyses of ATP platforms, simplified models will be developed which will be integrated into the simulations. The technology area(s) being developed under this anticipated contract includes upgrading models of ATP components and subsystems in integrated end-to-end simulations of ATP systems. The effort requires finite element structural analysis of ATP platforms, software configuration control, integration of models written by others into simulations, writing user's manuals and other documentation of simulations, exercising the simulations to predict performance of ATP systems, and anchoring ATP simulations to experimental data. The technical effort also requires modeling the external environment in which ATP systems must operate and predicting the effects of the external environment. This effort also includes optical design and engineering support of experiments that will test and anchor the simulations, other software development involved with device control and data collection, management of data, analysis of data, and computer systems support and management. Potential offerors are encouraged to submit capability statements that specifically address their ability to provide R&D services to implement the range of services applicable to this effort. Each of the following services required under this effort includes the above technology area(s): optical design and engineering, simulation, software development, data acquisition, data analysis, data management, and computer systems management. The subsequent contract is expected to be cost plus fixed fee (or cost-no fee, if appropriate) except the travel and materials CLINs will be on a cost-no fee basis; baselined amounts (including all applicable burdens) are anticipated to be estimated at $507,900 for travel and $253,950 for materials. Also, the contract will be a term (level of effort) award for approximately 4.75 person years annually; contractor personnel are needed at Government sites occasionally for short term visits (i.e., less than 30 days). The estimated labor categories/mix include(s): a Program Manager/Principal Investigator who will be dual-hatted as a Senior Scientist/Engineer, a Scientist/Engineer, two Junior Scientists/Engineers, half-time technician, and one-fourth time administrative staff. The contractor will be required to perform this R&D as a visiting contractor at sites including (but not necessarily limited to) White Sands Missile Range, NM, and Kirtland AFB, NM. The anticipated contract ceiling, including the above baselined amounts, is estimated to be approximately $4.3M over a technical period of performance of 48 months followed by an additional three months for final report processing. Work performed under this contract may be classified up to the SECRET level, may require a facility clearance of SECRET, and may require a SECRET level of safeguarding; the contractor must possess any required clearance(s) prior to contract award. A transition period is not anticipated under this effort. C. EVALUATION CRITERIA: Interested/qualified small business offerors (all categories) who can meet the requirements shown in Section B above are invited to submit a written Statement of Capability (SOC). The following criteria will be used in evaluating all SOCs received in response to this synopsis: (1) Qualifications and availability of personnel. (2) R&D experience in the past five years that is related to the technology areas shown in Section B above. Include the following for each relevant experience cited: name of program, contract number and value, description of product/service, period of performance, and customer name and telephone number. (3) Experience and potential capability for the small business to administer and manage a contract of this nature including cost, technical, and schedule (considering the requirement for the prime contractor to perform at least 50 percent of the cost of contract performance incurred for personnel). (4) Any anticipated subcontract(s) for technical effort must be identified and all information regarding criteria 1-3 above shall be shown for each. D. STATEMENT OF CAPABILITY (SOC) PREPARATION INSTRUCTIONS: (1) IMPORTANT -- LARGE BUSINESSES SHOULD NOT SUBMIT A STATEMENT OF CAPABILITY. (2) The SOC is limited to 15 pages (10 pitch or larger), single-sided, 8.5 by 11 inch pages. The page limitation does not include resumes. (3) An original SOC plus three copies must be sent to Detachment 8, AFRL/PKDL, ATTN: Debbie Chisenhall (Bldg 499/R122), 2251 Maxwell Ave. SE, Kirtland AFB, NM 87117-5773. The SOC must be received no later than 1400 hours Mountain Standard Time on 20 Feb 01 (4) The SOC shall include any specific or pertinent information as it pertains to this effort that could enhance the Government's consideration and evaluation of the information. (5) Also, include the offeror's name and address; the name, telephone number, E-mail address, and fax number of the point of contact; CAGE and SIC codes; name and telephone number of cognizant ACO; and status as a Small Business, Small Disadvantaged (but not 8(a) Business), 8(a), HUBZone Small Business, Veteran Owned Small Business, or Women-Owned Small Business. (6) The applicable NAICS Code for this effort is 541710; the size standard is 500 employees. (7) Submissions by e-mail or fax will not be accepted. (8) If an offeror anticipates a need to propose subcontracted effort by a Federally Funded Research and Development Center (FFRDC), the SOC shall address the appropriateness for the applicable subcontract(s) based on the limitations on their use (see FAR 35.017). The SOC shall include documentation that the FFRDC's planned effort is not otherwise available from the private sector and that the FFRDC can accept work from other than a Government sponsor (unless the exception at DFARS 235.017-1(c)(4) applies). E. ADDITIONAL INFORMATION: (1) Foreign owned firms are advised to contact the Contracting Officer or Project Officer before submitting a proposal to determine whether there are restrictions on receiving an award. It should be noted that foreign owned firms were not allowed to participate in the predecessor contract; a determination on this restriction will not be made until/unless a foreign firm expresses interest. (2) It is anticipated that contractors will have access to or will generate data that is unclassified with limited distribution and/or subject to U.S. Export Control laws. Therefore, only offerors who are certified by Defense Logistics Information Services (DLIS) may submit offers. The offeror is required to submit a copy of the DLIS approved DD Form 2345 with its proposal or to the Contracting Officer if access to unclassified, limited distribution data is required to prepare the proposal and/or the Statement of Capability. (4) An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The Ombudsman can work with responsible acquisition officials to respond to concerns, but will not detract from the authorities of the Project Officer or Contracting Officer. No contract will be awarded as a result of this sources sought action.
