Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with the Advanced Fluid Systems of Glen Burnie, Maryland to rebuild a 6.1 klbf Dead Weight Machine Hydraulic System to the following specifications: rebuild the hydraulic cylinders to replace the current Pathon with industrial standard Vickers which will involve engineering and manufacturing services; build directional control valves for the existing manifold; install a DIN connector to the wiring to the valves and supply field service to disconnect all tubing, etc. The 6.1 klbf machine rebuild will be similar to the 25 klbf machine rebuilt by the contractor and both machines will share a common power unit. The contractor has the knowledge, background and experience needed to provide the required service in a cost effective and efficient manner. The proposed requirement is for supplies and services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 13.106-1(b), Soliciting from a Single Source. The procurement document and incorporated provisions are those in effect through Federal Acquisition Circular 97-21. The Government anticipates the award of a firm fixed price purchase order. Interested parties may identify their interest and capabilities to respond to the requirement. This notice of intent is not a request for competitive quotations. A Request for Quotation (RFQ) package is not available.
