- The National Institute on Drug Abuse (NIDA) is seeking information in the form of capability statements from interested organizations concerning the following: The Intramural Research Program (IRP) of the National Institute on Drug Abuse (NIDA) is located on the campus of Johns Hopkins Bayview Medical Center (JHBMC) in Baltimore, Maryland. Using volunteer human participants, the IRP clinical program conducts multidisciplinary research involving residential and nonresidential clinical studies that interrelate with pre-clinical laboratory investigations. In general, these studies assess the treatment and nature of drug abuse and addiction by assessing the abuse potential of drugs, developing diagnostic tests and investigating their underlying mechanisms. The clinical research program has a 14 bed capacity residential ward, a 40 participant capacity nonresidential research program, an 80 slot research treatment clinic (ARCHWAY), and a Teen Tobacco Addiction Treatment Research Center. Residential studies usually last 4 to 6 weeks, during which time the participants are restricted to the ward. Nonresidential research protocols are usually from 1 week to 3 months in length. ARCHWAY Clinic research protocols last from 2 weeks to 9 months. In addition to these studies, the IRP is involved in collaborative research both with investigators within the Johns Hopkins Health Care System and at other institutions within the Baltimore metropolitan area that may require one or all of the contract's services. Collaborative research protocols may be for one day to several months duration. Specifically the contractor will be required to provide: 1) the recruitment of participants for active residential and non-residential studies 2) the drug history of potential participants; 3) medical and psychological screening of potential participants; 4) counseling services for all participants; 5) aftercare services for all participants; 6) computerized (initial database entry) demographic information on all participants; and 7) reports showing progress of contract. The IRP will provide adequate office space at IRP to conduct the above described services. The IRP will provide all utilities, furniture and equipment for the use of the contractor at the IRP. All offerors are encouraged to submit information documenting their capability and/or experience in performing the kind of work described in this notice. Such documentation may include, but not be limited to, contracts both government and commercial the offerror has performed, references, i.e., names, titles, telephone numbers and any other information which would serve to document the offeror's capability, e.g. awards, commendations, etc. This is not a request for proposals. This notice is for information purposes only and does not commit the Government to any contractual agreement. Interested organizations submitting a capability statement in response to this sources sought are required to identify their size status.
