Description
Description of work: This solicitation is for the design permitting, site preparation and construction of a two-story concrete and steel building with masonry exterior walls, pitched roof, concrete floors, and steel stud/gypsum board interior walls system. Parking area to be an asphalt concrete surface on a stabilized aggregate base. Technical manuals for all systems will be provided. Total area includes space for offices, classrooms, auditorium, locker rooms and exercise area, medical area, conference room, toilets and showers, library, storage, assembly hall, and garage. Heating, ventilating and air conditioning (HVAC) system will be provided to support administrative and training requirements by self-contained units. The scope of the primary facility is approximately a 2,186 SM complex. Supporting facilities include roads, parking areas for privately owned vehicles, fencing, and utility services (water, sewer, electricity, natural gas, and telecommunications). The construction of the project will provide antiterrorism force protection/physical security in compliance with the minimum construction standards as directed in "Interim Department of Defense Antiterrorism/Force Protection Construction Standards: dated December 16, 1999. This project shall be designed by registered architects and engineers employed by or subcontracted by the successful contractor. This project will be procured using the two-phase design-build selection procedures set forth in FAR 36.3. In phase one, offerors will receive a request for proposal letter including the project description, submittal requirements, and evaluation factors for both phases. The evaluation factors for phase one will be past performance, technical approach, and technical and design-build specialized experience. No more than five offerors will be invited to participate in phase two. The Government anticipates that the phase two documents will be issued on or about April 5, 2001. Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing differences in the value of technical and management features with differences in cost to the Government. In making this comparison, the Government is concerned with striking the most advantageous balance between technical and management features and cost to the Government. As technical scores and relative advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in scoring and relative advantages and disadvantages between proposals are of increased importance to the determination. The Government reserves the right to accept other than the lowest priced offer. The right is also reserved to reject any and all offers. The basis of award will be a conforming offer; the price or cost of which may or may not be the lowest. Offerors are reminded to include their best technical and price terms in their initial proposal and not to automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised offer. The Government may make award of a conforming proposal without discussions, if deemed to be within the best interests of the Government. Estimated cost range of project is from $1,000,000.00 to $5,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the "Business Opportunity Development Reform Act of 1988" (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or aboutFebruary 19, 2001 and Phase two will be available on or about April 5, 2001 on the Internet at: http://ebs.sas.usace.army.mil. Amendments to this solicitation will be posted on the internet at the above address unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD ROM disk will be issued. For amendments that are only posted on the Internet, SF 30, Amendment of Solicitation/Modification of Contract, and a list of revised specifications and drawings will be mailed to each bidder. NOTE: All requests for solicitation packages must be made in writing no later than February 12, 2001. Requests may be faxed to 912-652-5828.
