Description
I. SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared, in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. Solicitation N31980-01-R-4091 applies and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses those in effect through Federal Acquisition Circular 97-20. The North American Industry Classification System Code is 221310, Water Supply. Note 1 applies. II. PROPOSAL: This requirement is for a FIRM FIXED PRICE CONTRACT CLIN 0001; Quantity 1 Job; Item description: USNS NAVAJO (T-ATF) Provide one (1) Reverse Osmosis (RO) Unit, Sea Recovery Model SRC AWM 2000-M, 2000 GPD-83 GPH. Provide labor and material required to install the equipment. Installation of the RO unit shall be accomplished in accordance with Attachment (1), Work Specification, T-ALT 263. Attachment (1) can be obtained by downloading the information from www.neco.navy.mil or by calling (619) 553-7678. III. TIME OF DELIVERY Work shall begin on 20 March 2001 and complete by 29 March 2001. IV. PLACE OF PERFORMANCE Services will be performed onboard the vessel that will be located at the South West Marine Shipyard, 985 S. Seaside Avenue, Terminal Island, CA. V. REQUIREMENTS FOR SUBMISSION OF PROPOSALS (MSCSD) (NOV 2000) Each offeror shall submit a proposal that clearly and concisely describes and defines the Offeror's understanding of and compliance with all requirements contained in the solicitation. Administrative: All questions concerning the solicitation shall be address to the Contract Specialist BEA.APPLING@MSCWEST.MSC.NAVY.MIL. Offerors shall fax proposals to the Military Sealift Command, Attn: Bea Appling at (619) 553-7774 or (619) 553-7695. The date and time for receipt of proposals is 0900 hours (local time), Wednesday, 7 February 2001. VII. SOURCE SLECTION EVALUATION CRITERIA: (1) Past Performance: Provide at least three references for Contracts of same or similar scope of work to that of this solicitation. Information should contain Contract Number, point of contact and phone number, performance period, dollar value (award price and completion price). VII. FAR 52.233-2 SERVICE OF PROTEST (AUG 1996) (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from: Contracting Officer, Military Sealift Command, Pacific, Bldg 139, Code N10W, San Diego, CA 92106-3521, Attn: Bea Appling. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. VIII. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN 1999) (a) EVALUATION FACTORS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following technical evaluation factors shall be used to evaluate offers and are listed in descending order of importance. (1) Past Performance, (2) Price. All evaluation factors other than cost or price when combined, are approximately equal to price. NOTICE OF AWARD: A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
