Description
THE PROPOSED ACTION IS 100% SET ASIDE FOR 8(a) BUSINESS CONCERNS UNDER North American Industry Classification System (NAICS) CODE 514199 (SIZE STANDARD OF $5 MILLION). Acquisition of Multi-media and Telecommunications services for the Army Intelligence and Security Command (INSCOM), resulting in a time and materials contract with a base (one) year and four one-year options. The procurement is being issued as a competitive 8(a) set-aside. The government anticipates the award of a cost reimbursement, time and material contract. Primary place of performance will be at INSCOM, Ft. Belvoir. The contract effort will require consultation on alternative multimedia and telecommunication systems and configurations; identification and provisions for emergency multimedia and telecommunication equipment; configuration, implementation and maintenance of multimedia and telecommunication software and firmware; network management operations, and other related activities EMIC and visual information. The offeror must have experience in operating imagery systems, television production equipment, video teleconference systems, computer and presentation equipment, and scheduling and coordinating conference rooms. Government property and equipment will be provided to the contractor on-site. A SENSITIVE COMPARTMENTED INFORMATION FACILITY (SCIF) WILL BE REQUIRED FOR CONTRACT PERFORMANCE. ALL PROPOSED PERSONNEL MUST POSSESS A TOP SECRET (TS) CLEARANCE WITH A SPECIAL BACKGROUND INVESTIGATION (SBI) AND MUST MEET SENSITIVE COMPARTMENTED INFORMATION (SCI) ELIGIBILITY REQUIREMENTS AS DETERMINED BY THE UNITED STATES ARMY PERSONNEL SECURITY CLEARANCE FACILITY (USAPCCF) BY DATE OF CONTRACT AWARD, ANTICIPATED TO BE ON, OR AFTER APRIL 1, 2001. POTENTIAL VENDORS ARE ADVISED THAT IT WILL TAKE IN EXCESS OF TWELVE MONTHS TO OBTAIN TS/SBI CLEARANCES. Requests for copies of the RFP must be submitted, in writing only, to the Contract Specialist at INSCOM, Directorate of Contracting, Attn: IAPC-DOC (Mr. Hairston), HQ INSCOM, 8825 Beulah Street, Fort Belvoir, VA 22060-5246.
