Description
PERFORMANCE OF SERVICES: The Contractor shall, as an independent Contractor and not as an agent of the Government, provide or obtain professional expertise in all pertinent disciplines, appropriate facilities, equipment, plant, labor, management, materials, equipment, and other resources required to provide cultural resource management services described in the scope of work to be included in individual Task Orders issued by the Contracting Officer. PROJECT BACKGROUND: Fort Bliss is located in El Paso County, Texas, and in Otero and Dona Ana Counties, New Mexico. It encompasses approximately 1.12 million acres. About 90 percent of the acreage is located in New Mexico, most of which is included in maneuver and training lands, owned and/or managed by Fort Bliss, known as Castner, McGregor, and Dona Ana/Orogrande Ranges. The built-up area of Fort Bliss includes the William Beaumont Army Medical Center, Logan Heights, and Biggs Army Airfield in addition to the Main Cantonment. These areas, which serve as an administrative, instructional/training, housing and medical center, are located in relative close proximity to each other adjacent to built up areas of the city of El Paso, Texas. Fort Bliss was established at its present location in 1893 as an Infantry Post. Its primary missions were the protection of railway and settlement from hostile forces. It became a Cavalry post in the early 1900s and remained so until the early 1940s when its mission was augmented to include anti-aircraft artillery training. The United States Army Air Defense Artillery Center was established at Fort Bliss in 1957 and the current mission includes training in the use of all types of Air Defense weapons in addition to Infantry and Mechanized maneuver and other military training. The Cultural Resources program at Fort Bliss manages historic properties including, but not limited to, prehistoric and historic archeology, architecture, designed and rural landscapes, objects, engineering facilities, traditional cultural properties, sacred sites, artifacts, documentation related to resources, and districts which include more than one property or property type. Continuing training, testing, facility management, facility construction, and other ongoing and intermittent Fort Bliss undertakings have the potential to affect cultural resources located on Fort Bliss and proximate properties including, but not limited to, White Sands Missile Range, Holloman Air Force Base, and other properties, both Government and privately owned, in Texas and New Mexico. Fort Bliss has therefore elected, as a part of its ongoing compliance management program, to undertake a program of ongoing and intermittent prehistoric and historic investigations and other cultural resource projects that may include any of the above described property types. Services required may include, but are not limited to: documentary research, field investigation at all levels of intensity, documentation, laboratory and data analysis, evaluation of eligibility for the National Register of Historic Places, preparation of National Register nomination forms, assessment of project impacts, construction and archeological monitoring, curation, development of mitigation plans, data recovery, predictive modeling, computerized information development and management, geographical information system input, analysis and management, geomorphological investigations, archaeological geophysical remote sensing, data management, landscape planning and management, historic interpretation, condition assessment of historic structures, architectural design for adaptive reuse of compatible structures, building maintenance and repair plans, conservation planning and treatment plans, conservation treatment, landscape planning and treatment plans, historic interpretation, building materials analysis, restoration plans, data management, and all levels of report production. Services will be required in connection with Federal undertakings and will initially be performed primarily within the boundaries of Fort Bliss and nearby areas in West Texas and Southern New Mexico, but may include undertakings at other locations as specified in individual Task Orders. AUTHORITIES: Services under this contract shall be conducted in accordance with, and partial fulfillment of Fort Bliss responsibilities under the National Historic Preservation Act of 1966, as amended (PL 89-665), the National Environmental Policy Act of 1969 (PL 91-190), the Archeological and Historical Protection Act of 1974, as amended (PL 93-291), the Native American Graves Protection and Repatriation Act, the Archaeological Resources Protection Act, implementing Codified Federal Regulations, and Army Regulations. Period of Performance is One Year with Four Each One Year Options.
