Description
This is a combined synopsis/solicitation for technical assistance in support of productivity enhancements for the California National Guard amd AVCRAD Aviation & Surface Material Returns Program (MRP). Provide the California Army National Guard and AVCRAD Aviation and Surface materiel returns managers the information and processes to collect real-time data and perform basic automated analysis, credit tracking, MRP credit recovery, and problem resolution. This is an unrestricted solicitation. SIC CODE: 7379. This will be a firm fixed price contract. GENERAL REQUIREMENTS: *The contractor, as an independent contractor and not as an agent of the government, shall furnish the personnel and equipment necessary to perform technical and logistical services for the California Army Natinal Guard and AVCRAD in support of their aviation and surface Materiel Return productivity enhancement program and cost reduction efforts. * The contractor will provide six months of technical and logistical service to ensure that the Californa Army National Guard and AVCRAD Aviation productivity enhancement, cost reduction and MRP credit recovery, and problem resolution goals are met. * The contractor will accomplish this by providing a senior Logistician and assistant, both with extensive Materiel Return Program (MRP) who will be available five days per week (weekends by appointment) during normal business hours to process and track the CA Army National Guard and AVCRAD Aviation and surface materiel return from initial input to credit receipt. * The contractor will also monitor all the CA Army National Guard and AVCRAD Aviation and Surface Material Returns documents processed for six months from date of contract award to ensure that all materiel return program required actions are completed in a timely manner. * The contractor will identify all unit, ICP, and depot processing errors on MRP and QDR actions, prepare challenges and coordinate corrective actions to insure all appropriate credits are received. * The contractor will coordinate all materiel return program actions though the CA Army National Guard and AVCRAD designated aviation and surface Materiel Return Program managers. * The contractor will also provide up to twelve additional man-days on sige (three trips- including round trip travel) at the AVCRAD and/or surface maintenance facilities to provide technical and logistical Materiel Return Program follow-up support to the CA Army National Guard and AVCRAD. * The contractor will comply with all aspects of Army Regulation 725-50, Requisitioning, Receipt, and Issue System during the performance of this contract. * The contractor shall provide security to the level necessary to meet the requirements of this contract. However, at this time, no requirement for access to classified materials, or generation of classified materials, is contemplated. The contractor personnel working on this contract are not required to have a security clearance. Contractor personnel are required to practice standard Operations Security (OPSEC) policies and procedures. * The contractor will provide proof of past performance of the srvices outlines in the scope of work. The contractor shall summarize the performance of all contract efforts in a monthly Performance Report. The contractor will provide justifications and documentation for those lost MRP credits for which credit challenges are necessary to effect credit recovery. The period of performance will be from the 03/01/01 through 09/30/01. * Evaluating Factors: Agencies shall evaluate each potential contractor in terms of its -- Professional qualifications necessary for satisfactory performance of required services; Specialized experience and technical competence in the ype of work required. Capcity to accomplish the work in the required time. Past performance on contracts with the Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules.
