Description

The Government intends to negotiate on a sole source basis with Commuter Check Services Corp, 401 South Van Brunt Street, Englewood, NJ 07631 in accordance with the regulations of the Federal Acquisition Regulations (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements" for the purchase of Voucher/Commuter/Check Coupons to be utilized by military and civilian personnel to encourage commuting by mass transportation to reduce traffic congestion, air pollution and to expand commuting alternatives. It is anticipated that a Requirements type contract with firm fixed unit prices will be issued for a base year plus four, one-year option periods. Check coupons will be ordered by the issuance of delivery orders on an as need basis. This requirement is for the Budget Department, Code 43.3 of the Fleet and Industrial Supply Center, Norfolk, Virginia. The F.O.B. point of the Government is destination. This requirement is solicited in accordance with the regulations of Federal Acquisition Regulations (FAR) 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items" and FAR, Subpart 13.5 "Test Program for Certain Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996)." The basic contract is to commence 1 March 2001 or soon thereafter. All responsible sources may submit an offer which shall be considered by the agency. However, hard copies of the Request for Quote (RFQ) (N00189-01-T-0352)will not be furnished to contractors. Interested parties must obtain copies of the solicitation via either the Fleet and Industrial Supply Center's (FISC) website@nor.fisc.navy.mil, or Naval Electronic Commerce online's (NECO) website @neco.navy.mil.
