Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation No. SB1341-01-Q-0384 is issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This action is unrestricted. The North American Industry Classification System (NAIC) code is 333992 and the size standard is 500. The National Institute of Standards & Technology (NIST) intends to obtain a Wavetrain with Delta Concept external frequency doubler for cw lasers in accordance to the specifications identified below. The Contract Line Item Number (CLIN), quantities, and unit of issues are as follows: CLIN 0001, 1 each Wavetrain with Delta Concept external frequency doubler for cw lasers. 12% efficiency for 600nm-1600nm for 800mW input. 8% efficiency for 490nm-600 for 800mW input. Must provide astigmatic compensation of the output beam and Pound-Drever stabilization for cavity. 65GHz continuous scan at 500nm (40GHz at 800nm). 10GHz/sec maximum scan rate. Need optics sets for 800nm, 514nm, 488nm, 458nm, 420nm. Need crystal for 514nm. The Government requires a 12 month warranty on all parts and labor and installation. Required delivery within 30 days from contract award. FOB Gaithersburg, MD; Delivery location is National Institute of Standards and Technology, 100 Bureau Drive, Building 301, Shipping & Receiving, Gaithersburg, MD, 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items are applicable to this acquisition. Evaluation of quotations will be conducted using FAR 13.106-2. The award will be made to the responsible vendor based on Best Value using a technical/ price trade-off of the following: A) Technical capability to meet the specifications. Failure to meet the specifications will preclude the offer from further consideration; B) Past performance indicating ability to supply similar products and services and delivery on time; C) Price. Offerors shall address ALL requirements herein, and shall provide clear evidence of understanding, ability and willingness to comply with the Government's specifications. Offerors shall comply with the provision at FAR 52.212-1(b) and submit 1) Three (3) copies of quotation which addresses all of the CLINs; 2) Evidence of past performance during the past three years for same or similar products/services; 3) Three (3) copies of technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation and a copy of the terms and conditions of the proposed warranty; 4) Two (2) copies of the most recent published price list(s). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2000), with its offer, which may be downloaded from http://www.arnet.gov/far. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (May 1999) applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2000), applies to this, including subparagraph: (11) 52.222-21, (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15) 52.222-37, (18)(i) 52.225-3, (23) 52.232-33, 52.222-3, Convict Labor (E.O. 11755) and 52.233-3, Protest after Award; Department of Commerce Agency Level Protest Procedures Level above the Contracting Officer, which can be downloaded from the NIST external web page, the Internet address is www.nist.gov/admin/od/contract/agency.htm.
