Description

The National Institute of Standards and Technology intends to negotiate on a sole source basis with Matec Instrument Companies Inc., 56 Hudson Street, Northborough, MA 01532 for an electrokinetic sonic analysis system under the authority of FAR Part 13.501(a) "Sole Source Acquisitions". The NAICS code is 334516 and the size standard is 500 employees. This is NOT set aside for small business. Delivery shall be FOB destination. This instrument will replace an existing, much older model using the same underlying technology. The older instrument no longer functions properly and cannot be repaired. The measurement technology underlying these instruments is the same, and is unique in its ability to apply an electric field to generate an on-going international standardization project and in several other on-going or long-term studies. As such, it is critical, for purposes of continuity and standards development, that NIST replace the older unit with an upgrade that uses the identical measurement geometry, underlying technique and analysis protocol. No other vendors can possibly provide this continuity, since the techniques is patented by Matec Applied Sciences, a division of Matec Instrument Companies. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
