Description
The Naval Air Warfare Center Weapons Division is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. A written solicitation will not be issued. Solicitation N68936-01-R-0038 is being issued as a request for proposal that will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 97-19. This solicitation is being issued on an other than full and open competition basis to Bruker Instruments, Inc., Fremont, CA, because of compatibility issues with three Bruker units currently being used in the laboratory. The instruments operate on proprietary software for processing and analyzing the resulting data. Only "Bruker" software can run Bruker spectrometers and read Bruker-formated data. Commonality of instruments is essential to retain the ability to move data/experiments rapidly and easily from spectrometer to spectrometer and to exchange specific components from one spectrometer to another. The associated standard industrial classification code (SIC) is 3826. The following equipment is being procured: Line Item 0001 and subline items include a Bruker Avance 400WB High Performance Digital NMR Spectrometer console including a magnet control system, 13 gradient shim unit and BSMS keyboard shim control unit, single-rack spectrometer cabinet, BLAXH 100/50 transmitter system including a 1H, 19 F 50 Watt transmitter for observe and homonuclear and heteronuclear decoupling, 100 watt X-frequency transmitter covering the frequency range from 6-160 Megahertz, Multilink 1H, 2D BB preamplifier, ATR quadrature receiver with 22 MHz IF, 16-bit digitiser, Silicon Graphics O2 workstation with Bruker specific hardware and software installed and a CD read-write for data archiving, HP LaserJet Printer, Bruker NMR-Suite software, associated peripheral devices, and table; a digital variable temperature control unit accurate to + or -- 0.2 degrees C and a maximum temperature of 200 degrees C; a low temperature accessory including 25 liter N2 Dewar, heat exchanger and insulated transfer line for operation down to -100 degrees C; complete system delivery and installation including two tuitions to Bruker training courses at Bruker facility; a copy of Bruker NMR Suite and accompanying site license appropriate for setting up a second PC-based stand-alone workstation for autonomous data processing; complete system documentation on CDROM and printed manuals XWINNMR, XWINPLOT, and ICON-NMR; reconditioning of an existing 400 MHz magnet system including disassembly, replacement of cryoseals, reassembly, cooling and re-energization of magnet system. Line Item 0002 is freight costs for system delivery. The contractor is required to deliver and install the system at the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Delivery of the hardware is required on or before 04 Sep 2001 with training to be completed within 6 months after hardware delivery. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The contractor shall include with its offer a completed copy of the provision at FAR 52.212-3 (with ALT I) and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5 and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The additional FAR and DFARS clauses also apply: DFARS 252.225-7000, 252.225-7001, 252.204-7004, 252.225-7017, 252.225-7012, 252.225-7014 (with Alt I), 252.243-7002, and FAR 52.203-6 (with Alt I), 52.219-8, 52.219-14, 52.204-6, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-18, and 52.232-33. The spectrometer system purchased will be required to demonstrate successful performance of an acceptance test prior to acceptance and payment by the Government. The closing date for this synopsis/solicitation is 4:00PST on 15 March 01.
