- Description
- This procurement will under the authority of Federal Acquisition Regulation, (FAR) Subpart 13.5, The Commercial Item Test Program. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested; a written solicitation will not be issued. When replying, reference Solicitation # M67854-01-R-3019. SIC CODE is: 3827. Small business size standard is 500 employees. DPAS Rating is DO-C9C. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23 as of 18 January 2001. The proposed contract is 100% set aside for small business concerns. The contract type will be firm fixed price. The scope of work will be for purchase of Night and Thermal Vision Surveillance and Targeting equipment to conduct experiments to determine the benefit of newly developed commercial off-the-shelf (COTS) equipment in an urban environment with the United States Marine Corp Reconnaissance Team. The required Contract Line Item Numbers (CLINS): item, quantity, and part numbers/ NSNs are delineated as follows and shall be brand name or equal: CLIN 0001: Field Ranger Surveillance System-Quantity: Six (6) Each -Part Number: NS-FRK. CLIN 0002: Super Owl Pocket Scope- Quantity: Quantity- Six (6) Each-Part Number: 7000-I/S NSN: 5855-01-447-9157. CLIN 0003: Detectable Emission Reduction Optics; Quantity- Six (6) Each-Part Number: NS-DERO. CLIN 0004: Infrared Zoom Laser Illuminator (IZLID) II; Quantity- Six (6) Each- Part Number 422; NSN: 5855-01-448-6658. CLIN 0005: Noiseless Palm Infrared (IR) Thermal Camera: Quantity-One (1) Each-Part Number: PALMIR 250-75. CLIN 0006: Camcorder Bracket and Relay: Quantity-Three (3) Each-Part Number 745-A. CLIN 0007: Support Bracket: Quantity- Three (3): Part Number: 745-A-ETX. CLIN 0008: Digital Video Camcorder Model PC-100: Quantity-Three (3) Each. END OF CLINS. Ability to observe, report, and send back digital images without noise during the day or in night time Military operations. b. Offerors shall submit written technical proposals which clearly illustrates that its product meets the requirements including the delivery date of 01 May 01. Commercial product literature is encouraged to complement the offeror's technical proposal. The unit price proposal shall include shipping charges. The offeror shall include commercial catalog pricing for all possible CLINS. The offeror shall include past performance references with names and phone numbers. The Government intends to award this contract on initial offers but reserves the right to hold discussions if required. The following clauses and provisions apply to this procurement.
