Description

The National Institute of Standards and Technology (NIST) intends to enter into sole source purchase order with the Research Foundation of State University of New York at Stony Brook (SUNY), Stony Brook, NY under the authority of 41 U.S.C. 253(c) (1) -- Only one responsible source and no other type of services will satisfy agency requirements. This purchase order is for a membership which will allow NIST an approximate amount of dedicated user synchrotron beamtime applying simultaneous small and wide-angle x-ray scattering (SWAX) techniques to investigate structure and dynamics of polymeric materials. The beamline is dedicated to polymer synchrotron scattering with necessary support facilities and located at the National Synchrotron Light Source, Brookhaven National Laboratory. This purchase order will be for one (1) year from the effective date with two (2) option periods. This notice of intent is not a request for competitive proposals. Written responses shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See CBD Notes 22 & 26.
