SYNOPSIS: Request for Proposal (RFP) Number: DAAH23-01-R-0296; PRON: AX1F0151AX; NSN: 3040-01-294-4866; Quantity: 78 each with 100 percent option for next two years; Part Number: 70351-38131-042; Sole source to Sikorsky Aircraft Corporation; Noun: Shaft, Shouldered; NAICS Code: 333613; Closing Date: 2001 March 22; Applicable to the UH-60 Aircraft. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation, however, solicitation will not close prior to the closing date stated above. Deliveries are FOB destination to Texarkana, TX. Required delivery with First Article Testing (FAT) is 26 each 350 days after contract award (DACA), and 52 each the following month. First Article Test Report (FATR) is due 268 DACA. Required delivery without FAT is 26 each 280 DACA, and 52 each the following month. The only approved source is Sikorsky Aircraft Corp. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. Item Number 0001AA requires two bids, (1) Bid A, with First Article Test (FAT), and (2) Bid B, No FAT required. Pursuant to the provisions of FAR 19.000(b), this procurement action is set-aside only for small business concerns operating within the United States, its territories and possessions, Puerto Rico, the Trust Territory of the Pacific Islands, and the District of Columbia. Requests for this solicitation from foreign entities will not be honored. See Number Notes 22, 23, and 26.
