- The Naval Research Laboratory intends to award to Radio Reconnaissance Technologies on other than full and open competitive basis for the purchase of (2) handheld integrated directional receiver and homing systems II (HIDRAH II). Award will be made on the sole source basis to maintain compatibility with existing systems. See Note 22.
