Description
The Air Force Studies and Analyses Agency, Global Analysis Division, Space and Information Superiority Branch has a requirement for Modeling, Simulation, and Analysis (MS&A) support for Space, Intelligence, Surveillance, Reconnaissance, Combat Identification, Air Superiority, Information Operations, Command and Control, and Theater Air Defense studies. This requirement is being issued by Gov.Works under the authority of the Department of Interior Franchise Fund on the behalf of the Air Force Studies and Analyses Agency and in accordance with FAR 13.5, Test Program for Certain Commercial Items. This requirement consists of comprehensive support to the Government in the form of model development, model management, software and hardware management, study planning, database development and maintenance, design of experiments, pre-production, production, and post-production model runs, data post processing, analysis, preparation, presentation and documentation of final reports, and other support in conjunction with analytical support including travel to attend relevant meetings, and quick reaction tasks. An operational working knowledge of the campaign and engagement level suite of simulations used by the Air Force Studies and Analyses Agency such as THUNDER, SPAAT, SOAP, STK, GUARDIAN, SIAM, FORCES, EADTB, JSWARS, ESAM, RADGUNS, RSAM, DTI, and BRAWLER. The period of performance is for five years and all work will be conducted at up to and including Top Secret/SCI level. Negotiations are anticipated with Simulation Support, Inc. The proposed effort is for services the government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. Interested parties may identify their interest and capabilities or submit proposals. This is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
