Description
GENERAL: History Update (1990-2000) of the Kansas City District of the U.S. Army Corps of Engineers. The Contractor shall perform extensive research necessary to prepare in a scholarly, professional manner, a ten-year update. This update will be composed of a written report to include, but not limited to, appropriate illustrations, notes, bibliography, index, and appendices. The written report will be in a clear, crisp style, and will reflect the careful research and thought necessary to find acceptance in the scholarly community. CONTENT OF HISTORY UPDATE: The Contractor shall address all significant issues relating to the history of the District. A list of topics provided by the Historical Committee shall relate significant issues but shall not inhibit the Contractor in developing supplemental topics. Final content will be subject to the approval of the Contracting Officer and/or an authorized representative, in conjunction with the District Historical Committee. SOURCES OF CONTENT: At a minimum, material shall be gathered from, but not limited to, historical archival records available in Distract Historical files, current project files, project offices, and field offices. Visits to field and project offices under the jurisdiction of the District may be necessary. SUBJECT MATTER SPECIALTY: This shall be measured based on the field of study and expertise in the history as it relates to the Army and/or the Army Corps of Engineers. To qualify, Contractor must possess knowledge of the U.S. Army, Corps of Engineers, the midwestern states, and history of Missouri, Kansas, Nebraska, Iowa, etc. Knowelede of General American history is mandatory. Knowledge of public administration is helpful. PROFESSIONAL EXPERIENCE IN HISTORY: This requirement shall be measured based on the number of years and type of experience in teaching, public employment, and research. This experience shall include demonstrated skills and abilities in research and analysis, which shall be judged on the basis of research experience and publications. WRITING SKILLS: This shall be determined based on demonstrated skills shown by the number and quality of historical publications completed, including articles, reviews, books, edited collections, special studies, and staff projects. EDUCATION BACKGROUND: This should consist of education/degree in History or a closely related field (to be determined on an individual basis -- Political Science, Public Administration, and Legal backgrounds shall be carefully considered.) A doctorate degree in History is preferred. REFERENCES: Submission of five references shall be provided by the Contractor. These references shall describe the Contractor's abilities in 1) professional experience in history, 2) writing, 3) organizational skills, and 4) completing commitments according to an established schedule.
