- Description
- The 225th Engineer Group, Louisiana Army National Guard has a requirement for the lease of two each identical 45 metric ton hydraulic excavators. Both hydraulic excavators will be under manufacturers warranty to include any mechanical failure other than abuse. The hours guaranteed per month per excavator shall not exceed 185 hours. Both hydraulic excavators must be identical with respect to: -Hydraulics that are factory ordered and installed by authorized personnel -Dealer/Manufacutrer supported -Installed/Operational fall on protection system (FOPS) approved structures -Installed/Operational roll over protection system (ROPS) approved structures -Operating weight of 98,000 lbs or greater -Not less than 288 flywheel horsepower -Cabs shall be environmentally controlled to include air conditioning and must comply with noise requirements as specified by MSHA -Shall have 4 work modes to allow for operator's safety and acclimation -Must be capable of accepting either a 18,000 lb weight class shear operating at nominal pressure of 5000 psi attached to the boom or a minimum 54" bucket with a hydraulic thumb. -Parts, operator, maintenance and service manuals for excavators, demolition shear, and hydraulic thumb attachments will accompany each machine. -Each excavator must have less than 1,000 hours on machine and attachments (ie shears and hydraulic thumb) must be new and unused at beginning of lease. EXCAVATOR #1 must be equipped with a 18,000 lb weight class shear operating at a nominal pressure of 5000 psi attached to the boom that must be capable of shearing a heavily reinforced 9" concrete deck securely fastened to a 16" steel I beam (total 25" cut) at a minimum height of 25' above the ground. Specifically, be equipped with a combined function hydraulics allowing the operation of the shear with a complete cycle time of approximately 10 seconds going from fully open to fully closed and back to fully open jaws. The piston rod in the hydraulic shear cylinder must be protected against damage from falling debris by the cylinder barrel which is extended out from the housing as the moving jaw closes while the rod itself remains protected inside the housing. Shear must be capable of continuing operation as a straight non-rotating shear in case the rotator gets damaged and becomes inoperable. The shear must be capable of lifting loads in or attached to the jaws up to a combined shear/load weight equal to the full lift capacity of the excavator without damaging the rotation system. All standard package attachments not utilized when the shear is attached to the boom such as: stick, line grouping, cylinder, and minimum 54" bucket will be packaged separately and shipped with machine. Additionally, if the shear is removed the hydraulics shall make it possible to attach the stick and the bucket with hydraulic thumb attachment. Excavator #1 with shear must come as an integrated demolition system that is totally operational upon delivery. Bidder will provide normal spare parts kit to support operation of excavator and demolition shear. EXCAVATOR #2 must be equipped with a minimum 54" bucket with a hydraulic thumb attachment. Furthermore, this excavator must be equipped with all applicable hydraulic attachments to accept the shear attachment referenced on excavator #1 as required. Bidder will provide normal spare parts kit to support operation of excavator and bucket with hydraulic thumb attachment. CONTRACTORS RESPONSIBILITY: 1) Provide technical representative that will conduct 3 days of equipment and maintenance training in Terceira, Azores. Training dates to be provided upon award of contract. 2) Offeror must guarantee replacement parts not provided in the spare parts kits will arrive in Newport News, Virginia within one week, 7 consecutive days, of notification that part is required or offeror will forfeit $500.00 per day for each day past the 7 day period, from the rental cost for that piece of equipment for that month. 3) Offeror will include all freight charges into bid as separate line item. Acutal freight will be billed separately. Tax rate will be exempt from lease. Equipment will need to be "Sea Worthy" upon arrival in Newport News, Virginia. APPROXIMATE LEASE PERIOD will start 07 April 2001 and will end on 7 September 2001. Offeror will deliver to and pick-up excavators at Newport News, Virginia. Offeror will deliver excavators NLT 07 April 2001. Prior to shipment to Newport News, Virginia bidder will afford a Contracting Officer's Representataive an opportunity to inspect the equipment to ensure that it meets all the specifications. This procurement is for the acquisition of a commercial item using simplified acquisition procedures as allowed in the test program defined in the Federal Acquisition Regulation (FAR) 13.5. As specified in FAR 13.5 (c), when acquiring commercial items using the procedures in this part, the requirements of FAR Part 12 apply. Accordingly, this is a combined synopsis/solicitation and notice of intent for commercial items prepared in accordance with the format in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed purchase order is unrestricted. This solicitation is issued as a Request For Proposal (RFP), Solicitation Number DAHA16-01-R-0001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21 dated 19 January 2001.
