Description
The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis with Calorimeter Sciences Corporation, 155 West 2050 North, Spanish Fork, UT 04660 under authority of FAR 13.106-1(b)(1) for Model 44001 each Complete Isothermal Microcalorimeter System in accordance with the required specifications identified below: a) The calorimeter shall be able to measure and digitally record the power as a function of time in order to obtain a very stable and precise steady-state power measurement from a contained radioactive sample. b) The calorimeter shall be able to make continuous total power measurements in the microwatt range. c) The calorimeter's sample holder shall be as large as possible to accommodate samples having large ionizing-radiation-energy absorbers. d) Short-term precision (noise level) shall be less than 0.1 microwatt. e) Reproducibility and baseline stability shall be less than 1 microwatt. The Government requires the minimum mandatory requirements: 1) High Sensitivity of 10 microcalories; 2) Response Time for deconvoluted signal of 15 seconds 3) Baseline stability of 1 microwatt; 4) Low Noise Level of plus or minus 0.1 microwatt; 5) removable sample cells of a cylindrical dimension of at least 3.81 centimeters by 7.32 centimeters; 6) Temperature stability of plus or minus 0.0005 degrees Centigrade 7) Temperature range of 0 to 100 degrees Centigrade; 8) Can run solid or liquid samples. And Model 4456 2 Sets Hastelloy-C ampoule set, two per set, screw-cap, 50 milliliter volume, 0-ring seal (Nominal 3.8 centimeter diameter, 7.3 centimeter height). Calorimeter Sciences Corporation is the only source that can provide a Complete Isothermal Microcalorimeter System with the specifications identified above. Required delivery 30 days ARO. FOB Gaithersburg, MD. The contractor shall provide one set of operational manuals and a 12 month warranty on parts and labor. The Contractor must be able to meet all the specifications stated herein. This notice of intent is not a request for competitive quotations. However, all quotations received by February 20, 2001 will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
