Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for a Nano Indenter XP Test System inclusive of Continuous Stiffness (CSM) Module, High Performance Tables, Dynamic Contact Module, and Testworks 4 Explorer Level Software. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) under FAR 13.5 (Test Program for Certain Commercial Items). NASA/LaRC intends to purchase the items from MTS Systems Corporation who is the only responsible source and no other supplies or services will satisfy Agency requirements. The Nano Indenter XP Test System is the only commercial device that offers all the capabilities required by the NASA Nanotechnology Research program. These capabilities include: dynamic and static testing of soft or polymeric materials, highly precise positioning and control, nanoscratch, nanoindentation, continuous stiffness measurement, and user friendly software interface. Additionally, this system is the only commercial, stand-alone nanoindention test system that meets all of the test requirements for precision in depth, force range and resolution, positioning accurary, working field, and resolution. The test system also provides the accuracy required in such areas as: minimizing thermal drift, constant strain rate loading, continuous stiffness measurement, and scratch testing. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 22, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
