Description
Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. Description of Service: Service contract which will provide internet connectivity and coordination with the local phone company on establishing the T1 connection for building 6933. The internet service provider will also provide, configure, and maintain a Cisco 1605 router to control Internet access, and provide 48 Internet Protocol (IP) addresses for the local LAN. The RFQ has the following line item: Provide internet access for 36 months. Ship to: Youth/Community Center, Building 6933 Page Manor, Wright-Patterson AFB, OH. Delivery required within 20 days of award, FOB Destination, net 30 days payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. WPAFB intends to award to Voyager.Net, 130 West Second St., Suite 2200, Dayton, OH 45402. Authority: 10 U.S.C. 2304 C(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern.
