- ADVANCED INFORMATION TO INDUSTRY FOR A2C2S ACQUISITION The U.S. Army Aviation and Missile Command solicits industry comments and recommendations on the planned contracting strategy for the acquisition of the Army Airborne Command and Control System (A2C2S). Potential sources are invited to comment on any aspect of this proposed contracting strategy. However, specific feedback is requested in the following areas: selection of contract types, ability to provide realistic pricing with this strategy, the degree of cost risk associated with pricing this strategy, and potential savings to the Government in pricing the LRIP option under a CPIF or other arrangement. The Government's intent for these comments is for planning purposes only and are not binding. EXECUTIVE SUMMARY A2C2S CONTRACTING STRATEGY The contemplated contracting strategy is divided into three distinct phases consisting of the basic design/integration contract and two options. The first phase of the contracting strategy calls for a competitive negotiated procurement for the selection of a single contractor, for the design, integration, testing, training and logistics support of the A2C2S. The basic contract will be awarded on a cost-plus-incentive-fee (CPIF) basis for delivery of a Software Integration System (SIS), an A2C2S Trainer/Demonstrator System (TDS), five (5)A2C2S prototypes and airworthiness release of the prototypes. One prototype system will be used for in-plant contractor development/testing, and one system (A-Kit and B-Kit only without aircraft integration) will be delivered directly to the Special Operations Aviation Regiment. Three (3) of the prototype systems will be used in Limited User Testing (LUT) to support a Milestone C Decision authorizing entry into Low Rate Initial Production (LRIP). The anticipated period of performance for this phase is from August 2001 through December 2002. The second phase is the LRIP option phase, priced on a fixed-price incentive (FPI) (firm targets) (FAR 16.403-1) basis, for delivery of three TDSs and 12 A2C2Ss, consisting of 12 Mission Equipment Packages (MEP) (B-Kits) and 16 integration modules (A-Kits). These options will be structured in separately priced and exercisable production lots/line items to allow the quantity of LRIP systems procured to be tailored to the funds available at the time the option is exercised. The LRIP option will also include a CPIF priced line for non-recurring engineering, logistics, training and test support, and final airworthiness qualification of the A2C2S A-Kit Modification Work Order (MWO). The MWO will support the production/fielding strategy for full rate production, and will be proven out during LRIP. This strategy calls for the A-Kits to be installed IAW the MWO at the fielding unit's location. The contractor will subsequently deliver B-Kits to the unit for final installation/integration and acceptance. The LRIP systems will support the First Unit Equipped (FUE) and Initial Operational Test and Evaluation (IOTE) leading up to a Full Rate Production decision. The anticipated period of performance for the LRIP option is from June 2003 through May 2004. The third and final phase of this contract will be an option for the first lot of full rate production, consisting of 16 A2C2Ss, priced on an FPI (firm targets) basis. The anticipated period of performance for this option is from August 2004 through July 2005. The solicitation/contract will include a provision assigning Total System Performance Responsibility of the A2C2S to the contractor. This provision will require the contractor to fully integrate the various A2C2S system components, regardless of the source (NDI, CFE, GFE, COTS, or GOTS) with the UH-60L platform and achieve airworthiness qualification of the entire A2C2S. The contractor will provide Cost Performance Reports (DI-MGT-81466) during each phase of the contract.
