- The U. S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns, because no responses that complied with the requirements of the sources sought synopsis were received from HUBZone certified business concerns. The solicitation and specifications will be issued electronically at www.Fedbizopps.gov and upon request by mail on or around February 28, 2001. Bids will be due around March 29, 2001. The proposed contract listed here is part of the Small Business Competitiveness Demonstration Program. All responsible sources may submit a bid, which shall be considered by the United States Coast Guard. Provide all labor, material and equipment necessary to perform drydock repairs including but not limited to the following Base Items: (1) Cleaning and Inspection of Waste Oil Tank; (2) Remove, Inspect, and Reinstall Propeller Shafts; (3) Renew Water-Lubricated Shaft Bearings; (4) Renew Shaft Sleeves; (5) Install New Propellers; (6) Clean and Test Grid Cooler(s); (7) Inspect, Test, and Renew Valves; (8) Inspect and Test Air Receivers and Relief Valves; (9) Remove, Inspect, and Reinstall Rudder Assemblies; (10) Renew Tender Towing Knees; (11) Preserve Barge Spuds, Spud Wells and Renew Spud Well Liners; (12) Inspect, Overhaul and Test Barge Boat Davit; (13) Perform Non-Destructive Testing of Various Deck Fittings; (14) Preserve Barge Buoy Deck; (15) Preserve Barge Underwater Body; (16) Preserve Tender Underwater Body; (17) Provide Temporary Logistics; (18) Routine Drydocking of Barge; (19) Routine Drydocking of Tender; (20) Renew Barge Framing and Plating; (21) Upgrade Ship Service Diesel Generators; (22) Install Ballast Weight for Vessel Trim Correction; (23) Remove and Dispose of 3,000 Gallons of Diesel Fuel; (24) Preserve all Tender and Barge Diesel Fuel Tanks; (25) Preserve Potable Water Tank(s); (26) Preserve Sewage and Grey Water Collection and Holding Tank(s); (27) Preserve Forward Hold Bulkhead and Overhead Surfaces; (28) Preserve Shaft Alley Bulkhead, Overhead, and Bilge Surfaces; (29) Preserve Barge Freeboard; and (30) Preserve Tender Freeboard. Option Items include but are not limited to the following: (1) Welding Repairs; (2) Fabricate Shaft; (3) Strut Barrel Renewal; (4) Strut Renewal; (5) Rebuild Rudder Stock; (6) Renew Rudder Lower Bearing Trunk; (7) Renew Upper Bearing Housing and Upper Bearing Housing Support; (8) Renew Tender Spud Well Liners; (9) Renew Barge Spud Well Liners; (10) Ultrasonic Testing; (11) Provide Additional Temporary Logistics; (12) Composite Labor Rate; (13) Lay Days. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. Vessel's homeport is located in Demopolis, Alabama. Vessel is a 75 Foot _D-Class_ Tender and 90 Foot Barge. Vessel's availability schedule is for fifty-four (54) calendar days starting June 18, 2001. The place of performance for this vessel is restricted to the Western Rivers of the United States. The Western Rivers means the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the areas of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specifically excludes unprotected or open waters such as Mobile Bay, Lake Borne, or the Gulf of Mexico. Orders for U. S. Coast Guard specification reference drawings must be placed within ten (10) days from the solicitation issuance date. There will be a non-refundable charge of $150.00 required in the form of a certified check or money order payable to the U. S. Coast Guard, MLCA, for a set of hard copy drawings. Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be provided free of charge. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.TIF, *.TIF (group4), *.DWG, and *.DWF, etc.). All other referenced documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, Virginia. Funds are available for this procurement. This notice is for information purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
