Description

NASA/HQ plans to award this Purchase Order on a sole source basis to the National Association of Colleges and Employers (NACE). The authority is only on responsible source 10 U.S.C.2304(c)(1). The National Association of Colleges and Employers is a unique organization that will provide a membership, services and products as listed below: -Two-page NASA recruitment in Job Choices in Science, Engineering, and Technology and Job Choices Diversity; -- Career Plan It-an on-line magazine for college students; -- Use of the NACE "Information Center", providing research, statistics, legal opinions and studies; -- NASA profile on the NACE Job Web, which receives over 5 million hits per month; -- Annual Job Outlook depicting NASA's "new hire" competition; -- NACE Directory providing college, university, and employer organizational contacts; -- Salary Survey providing current starting salary offers to college graduates; -- Spotlight, providing legal trends and employment issues; -- Journal of Career Planning and Employment providing human resources issues and trends. These human resources services and products are not available from any other vendor. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. See Note 26. Interested organization may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
